HomeMy WebLinkAbout1997-05-22 ad Hoc School Building Committee Minutes-t - READING SCHOOL BUILDING COMMITTEE MAY 22 1997 THE SCHOOL BUILDING COMMITTEE MET ON MAY 22, 1997. THE MEETING WAS CALLED TO ORDER AT 8:OOPM. PRESENT WERE ROGER SANSTED, RICH RADVILLE,JOE LUPI, BOB GRASSO,MARGARET COWELL, BARBARA POOK, ROBIN DANTONA, HARRY HARUTUNIAN AND RUSS GRAHAM. JOHN DOHERTY, PRINCIPAL OF THE COOLIDGE MIDDLE SCHOOL WAS ALSO PRESENT, AND WAS ASKED TO PARTICIPATE FULLY IN THE PROCEEDINGS. TWO ARCHITECTS WERE TO BE INTERVIEWED FOR THE COOLIDGE FEASIBILITY STUDY. THE FIRST ARCHITECT WAS MT VERNON GROUP JOE LUPI INTRODUCED EVERYONE. THEY OUTLINED THEIR CREDENTIALS, QUALIFICATIONS AND BACKGROUND, AND DISPLAYED A NUMBER OF RENDERINGS OF VARIOUS SCHOOL PROJECTS IN WHICH THEY HAD BEEN INVOLVED. IN ADDITION, THEY HAD SLIDES OF A NUMBER OF THEIR PROJECTS WHICH THEY SHOWED TO THE COMMITTEE. MARGARET COWELL ASKED THEM AS SHE HAD ALL OTHERS HOW THEY ANTICIPATED THE IMPACT OF CONSTRUCTION ON A FULLY OPERATING BUILDING. THEY MADE REFERENCE TO A NUMBER OF PROJECTS IN WHICH THE HAD BEEN INVOLVED AND IN WHICH THAT HAD BEEN THE CASE, AND WHAT THEIR REACTION HAD BEEN. THEY DID NOT ANTICIPATE A PROBLEM. THEY HAD NO PROBLEM WITH A MENU APPROACH AND FULLY UNDERSTOOD THE IMPORTANCE OF COST. THEY DID NOT KNOW THE FULL SCOPE OF THE PARKER PROJECT BUT UNDERSTOOD THAT THIS PROJECT COULD NOT BE OF THE SAME MAGNITUDE. THEY BELIEVED FULLY IN A WIDE INFUSION OF PEOPLE IN THE PROCESS AND IN PERIODIC REPORTING TO THE SCHOOL BLDG COMM AND TO THE ADMINISTRATION. THEY USED DR. GEORGE COLLINS AS THEIR EDUCATIONAL CONSULTANT AND HAD MORE THAN ONE COMPUTER EXPERT AS COUNSEL TO THEIR FIRM. THE COMMITTEE THANKED THEM FOR THE PRESENTATION. THE COMMITTEE AT 9:06PM INTERVIEWED STEKALOVSKY AND HOIT INC. THEY TOO OUTLINED THEIR BACKGROUND, CREDENTIALS AND QUALIFICATIONS. THEY PRESENTED DRAWINGS AND PLANS FOR SCHOOL PROJECTS IN WHICH THEY HAD BEEN INVOLVED AND THESE INCLUDED A NUMBER OF MIDDLE SCHOOL PROJECTS. THEY BELIEVED THAT USING THE RIGHT TIME LINE, A PROPER PHASING OF THE CONSTRUCTION COULD BE IMPLEMENTED WITH MINIMAL IMPACT ON THE OPERATION OF THE SCHOOL AND OUTLINED JUST SUCH AN OPERATION IN WHICH THEY HAD BEEN INVOLVED. w h '7 THE MENU APPROACH WAS ONE THEY WOULD HAVE SUGGESTED AND THEY ILLUSTRATED ANOTHER PROJECT THAT THEY HAD DONE IN WHICH THE MENU APPROACH HAD BEEN USED. THEY PASSED OUT MATERIAL USED IN ANOTHER TOWN TO SELL SUCH A PROJECT AND TO EXPLAIN THE COSTS. THEY HAD VISITED THE PARKER MIDDLE SCHOOL AND TAKEN A TOUR OF THE BUILDING. THEY WERE VERY IMPRESSED AND FULLY UNDERSTOOD THAT SOME DEGREE OF PARITY WAS NEEDED AT COOLIDGE BUT COULD QUICKLY SURMISE THAT THE SCOPE OF THIS PROJECT WAS NOT OF THE SAME MAGNITUDE. THEY OUTLINED THE PROCESS THEY HAD USED IN OTHER COMMUNITIES TO INCLUDE GOVERMENT OFFICIALS, MEMBERS OF THE COMMUNITY, SCHOOL ADMINISTRATORS, STAFF AND STUDENTS IN THE GATHERING OF INFORMATION. THEY HAD READ AND APPRECIATED THE MATERIAL CONTAINED IN THE COOLIDGE BUILDING COMM REPORT. THEY TOO USED DR. COLLINS AS THEIR EDUCATIONAL CONSULTANT AND HAD AS COUNSEL A COMPUTER EXPERT TO ADVISE THEM ON TECHNOLOGY. THE COMMITTEE THANKED THEM FOR THEIR PRESENTATION. THE CHAIR ,TO SEE IF A CONSENSUS EXISTED, ASKED EACH MEMBER OF THE COMMITTE AND JOHN DOHERTY TO COMMENT ON THEIR REACTIONS TO THE FOUR PRESENTATIONS AND WHO., IF ANY, WAS THEIR PREFERENCE FOR THE ARCHITECT. EVERY MEMBER OF THE COMMITTEE, AND MR. DOHERTY FELT STRONGLY THAT STREKAVLOSKY AND HOIT INC. HAD XITHOUT DOUBT,MADE THE BEST PRESENTATION, AND HAD THE BEST BACKGROUND AND EXPERIENCE TO CARRY OUT THE FEASIBILITY STUDY AT COOLIDGE. THE SPECIFIC EXAMPLES THEY HAD USED,AND THEIR VISIT TO PARKER WERE OF PARTICULAR INTEREST TO THE COMMITTEE. ON MOTION OF ROGER SANSTED, SECONDED BY ROBIN DANTONA, IT WAS MOVED THAT STREKAVLOSKY AND HOIT BE APPOINTED AS THE ARCHITECTS TO CARRY OUT THE FEASIBILITY STUDY FOR THE COOLIDGE MIDDLE SCHOOL. THE MOTION CARRIED 9 0 0. THE CHAIR ASKED MR LUPI TO TELEPHONE STREKAVLOSKY AND HOIT THE NEXT MORNING TO INFORM THEM OF THE VOTE AND TO COMMUNICATE TO THE OTHER INTERVIEWEES THE RESULTS OF THE MEETING. HE AGREED TO DO SO. ON MOTION OF ROGER SANSTED, SECONDED BY RICH RADVILLE THE COMMITTEE ADJOURNED AT 10:38PM
