Police Station Building Committee ~September 8, 1997 t
The Committee me in the Conference Room at Town Hall, 16 Lowell Street, Reading,
Massachusetts at 7:35 p.m. Present were Vice Chairman Bill Lavoie, Committee members
Jack Russell, Edward Marchand, Eric Jason Smith, Robert Cavagnaro, James Cormier,
Mike DeBrigard, and Bryan Irwin, also present were Town Manager Peter
Hechenbleikner, FinCom Liaison Richard McDonald, and Selectman Bruce MacDonald.
On motion by Jack Russell seconded by Mike DeBrigard the Police Station Building
Committee unanimously accepted the submitted Minutes of the August 4, 1997 meeting.
Architect Selection - A list of the 14 architects, who have submitted proposals, was
presented to the Police Station Building Committee for review. The Architect Selection
Committee are still reviewing the proposals and will meet Thursday evening, Sept. 11,
1997 to finalize their decisions. Peter Hechenbleikner added David Lee, from the Public
Works staff, to the Architect Selection Committee as the fifth member, as the Chair. The
other four members are James Cormier, Bill Lavoie, Mike DeBrigard and Bryan Irwin.
They will present the names of the finalists to the Police Station Building Committee at the
next meeting on September 22, 1997. The finalists will then be presented to the Board of
Selectman. The Architect that is chosen to design the new police building should be
selected by October 14, 1997. Peter Hechenbleikner will then negotiate a price with the
chosen Architect. An independent review of the Architect's preliminary work will be
needed to see if they are qualified to continue onto the second phase of construction, only
if the Architect selected is also the architect that completed the feasibility study.
Construction Manager Selection - The four members of the Construction Manager
Selection sub-committee are Chairman Jack Russell, Rich Radville, Edward Marchand and
Mike O'Hallaren. A list of the 12 firms, that were given plans, was presented to the Police
Building Committee. All prospective applicants were invited to a briefing on Sept. 3,
1997. The 7 that attended are marked with an asterisk next to their name. All proposals
are due Sept. 10, 1997. The committee will meet that evening to review them. This is a
week later than planned due to an incorrect notification printed in the newspaper. The sub-
committee's following meeting is Sept. 29, 1997. At that meeting they expect to know
which 3 or 4 firms they will want to interview.
The Architect and the Construction Manager must be two separate firms.
Site Acquisition - The Middlesex Board of Realtors have found another site in Reading
to move to. Approved funding for the Architect and the Construction Manager cannot be
granted until the Town owns the property. Peter Hechenbleikner would like to close the
acquisition of this site by September 30, 1997 and then lease the building to the Realtors
up to December 31, 1997. If this is not possible a 0"fund transfer can be requested from
FinCom to cover the cost of the Architect.
For safety reasons, the building will be demolished the day after it is vacated.
Police Staffing and Deployment - An independent firm will be hired to assess the Police
staffing and deployment needs of the community.
The next Police Station Building Committee meeting will be September 22 to review the
short list of architects.
The following meeting will be October 6 to review the final list of architects and
construction managers.
On motion by Jack Russell seconded by Bryan Irwin the Police Station Building
Committee voted to adjourn their meeting at 8:00 p.m. by a vote of 8-0-0.
