Police Station Building Committee
February 12, 1998
The Committee met at the Senior Center, 49 Pleasant Street, Reading, Massachusetts at
7:30 p.m. Present were Chair Paul Dustin, Vice Chair Bill Lavoie, Committee members
Eric Jason Smith, Edward Marchand, Robert Cavagnaro, James Cormier, Bryan Irwin,
and Mike DeBrigard also present were FinCom Liaison Richard McDonald, Brett Donham
from Donham & Sweeney Inc., and Richard Marks from Daedalus Projects Inc.
On motion by Bill Lavoie seconded by Mike DeBrigard the Police Station Building
Committee unanimously accepted the submitted Minutes of the February 2, 1998,
meeting.
Paul Dustin reviewed the Police Station Building Committee's presentation to the March
% 1998 Town Meeting.
Richard Marks:
Richard Marks submitted a detailed cost estimate of the construction costs. of the new
police station. The cost for a Gross Floor Area of 24,345 sq. ft. with Expansion Space of
3,505 sq. ft. is $4,228,471.00.
Brett Donham:
Brett Donham presented an estimated total construction cost of $4,238,383.00 with a
detailed list of possible deductions.
The Police Station Building Committee, with Richard Marks and Brett Donham; reviewed
possible cost reductions. The three major reductions suggested were:
1. Install a partial basement.
2. Move the fan room from the attic to the second floor.
3. Replace the metal roof with shingles.
Paul Dustin was concerned with the higher cost estimates and larger square footage on the
current plans than first anticipated. The actual drawing of the plans resulted in larger
square footage totals than the first estimates. There were three other major cost additions
to the building. The first is the ledge found on the site resulting in an additional cost of
$100,000.00. The metal roof is an additional $120,000.00 and if needed, a fire pump
would add $25,000.00.
After much deliberation the Police Station Building Committee agreed on a 21,270 sq. ft.
building with 1,800 sq. ft. of expansion space for an estimated total project cost of $4.4
million.
This building should meet the needs of the police department for at least the next 25 year
It is an extremely efficient, well planned building.

The Police Station Building Committee will meet with the Finance Committee on February
18, 1998.
The next Police Station Building Committee is February 23, 1998, at 7:30 p.m.
On motion by Mike DeBrigard seconded by Bill Lavoie the Police Station Building
Committee voted to adjourn their meeting at 9:30 p.xn. by a vote of 8-0-0.
