HomeMy WebLinkAbout1998-08-12 ad Hoc Police Station Building Committee MinutesPolice Station Building Committee Meeting o August 12, 1998 t 46 The meeting convened at 7:30 p.m. in the Arnold Berger Room, 16 Lowell Street, Reading, Massachusetts. Present were Chairman Paul Dustin, Vice Chairman Bill Lavoie, PSBC members Richard McDonald, Chief Edward Marchand, Officer James Cormier, Jack Russell, Bryan Irwin. Eric Jason Smith came late. Also present were Architect Brett Donham, Construction Manager Richard Marks, Police Lt. Robert Silva and Town Manager Peter Hechenbleikner. There were no minutes to approve. The Committee discussed a proposed revision in schedule due to a few outstanding issues and due to vacation schedules. The Committee agreed to shorten the review time prior to award of the contract. On motion by Irwin seconded by Russell the Police Station Building Committee unanimously voted to accept the schedule as submitted by Donham and Sweeney with a change of the award date from October 29 to October 21. The vote was unanimous. The Committee talked about cost estimates. Richard Marks distributed a memo dated August 12, 1998, along with back-up material. He's concerned about the cost estimate, but agreed that the estimates are conservative. Brett Donham noted that there are two approaches to the cost estimating. One is to look at the previous estimate and add $13,000 pursuant to his memo of August 12, 1998. This results in a cost estimate of $3,547,000 compared to the $3,578,000 allocated for the project. Marks argued for some further reductions just to be conservative. Dustin asked if the reductions were things that we should reduce anyway or whether these are items that will hurt the project. Marks went through a list of six items as follows: 1. eliminate rubber stair treads - $7,000 2. change 8 X 10 projection screen from electric to pull down - $2,000 3. eliminate a compressed air system - $5,000 4, reduce control cost from $75,000 to $60,000 - $15,000 5. eliminate variable frequency drives - $5,000 6. eliminate one electric water cooler - $2,000 The Town Manager recommended doing the entire list except for 94. He was concerned that we make sure that the system is compatible with other systems the Town is building so that we have a uniform HVAC system throughout the Town. Brett. Donham noted that there is not as big a contingency as he would like in this bid, but he feels okay with it. On motion by Bill Lavoie seconded by Bryan Irwin the Committee agreed to accept the Daedalus recommended reductions except for #4, with a total reduction of $21,000. The vote was unanimous. Discussion centered on what incentive there is to complete the project on time. Liquidated damages in the amount of $500 - $1,000 per day are included. Greater damages could be included, but the construction costs thereby would be higher. Marks noted that practically it costs more for the contractor to extend the length of the project and there is a built in incentive in the process. Within two weeks of the contract award we will get from the bidder their milestones. The Police Station Building Committee will then be able to set up its schedule to meet those milestones. We are in the process of hiring a communications consultant. Marks noted that there is no money in the budget for moving communications equipment. Five firms have been solicited for this service.
