Meeting called to order at 7:40 PM
Present, Steve Blewitt, Stewart Chipman, Russel Dean, Ted McIntire, Robert Salter, Dick Howard, Steve
Osten, Will Finch.
Absent, Gail Wood,Mary Grimmer, George Perry, Camille Anthony, Richard Moore
Steve Johnson of DEP presented an overview of the Tier IA sites which could potentially threaten Reading wellfields
in the Town Forest.
Steve Osten questioned the magnitude of the contamination from the N. Reading industrial park on Concord St.
Steve Johnson indicated that it was extensive and not quantifiable. There is no evidence that PCE plumes , here or
elsewhere will attenuate themselves over time or distance. The G.E., Sterling and Roadway Plumes are not under
hydrological control,i.e. they are still migrating off site.
Stew Chipman asked if Reading had any influence over activities within our Zone U aquifer protection area, but not
under our municipal control. Steve Johnson answered basically, not much.
Steve Johnson concluded at 9:30, offering to look further into mechanisms to alleviate regional problems.

A discussion of the RFQ ensued. Changes were highlighted by Russ Dean. Criteria for limiting the number of firms
to be sent RFP's was examined. The "top ranked firms" will be sent an RFP.
The question of how many or who among the committee would evaluate the RFQ's was discussed. The consensus
was that the full committee should evaluate the RFQ's.
Timing of RFQ and RFP releases was discussed, as well as evaluation criteria for same.
Bob Salter, Steve Osten and Dick Howard agreed to work with Russ Dean on a draft RFP
