July 15, 1999
The meeting was convened at 7:37 p.m. at the Berger Room, 16 Lowell Street, Reading, MA. Present were
Chairman Stephen Blewitt, Steve Oston, George Perry, William Freeman, Dick Howard, Gail Wood, Richard
Moore, Public Works Director Ted McIntire, Water Treatment Plant Supervisor Peter Tassi and Assistant Town
Manager Russell Dean.
Motion made by Steven Oston second by Richard Moore to accept the minutes of July 8, 1999. Motion carried 7-0-
0.
There was a note made to bring the minutes from the last packet to the next meeting for approval. Russ Dean said
he would do this..
Russell Dean explained the information in the packet handed out to the committee. Camp Dresser McKee was the
top ranked firm - the top two firms were Camp Dresser McKee and Woodard & Curran. CDM's proposal was
within budget. Given these two factors, Camp Dresser McKee is the top ranked finalist.
Dick Howard said that Camp was within budget and ranked first on the technical - they are number one overall.
Gail Wood said Camp was clearly the first ranked firm.
William Freeman noted that Woodard & Curran had just submitted a report on the water tank siting that had an
unusually large contingency built in. This was a concern.
Dick Howard said that was immaterial.
Richard Moore said CDM clearly stated a fixed cost of $74,651.
Stephen Blewitt asked for comments on Woodard & Curran.
Dick Howard said in his mind Woodard & Curran was clearly second.
William Freeman said Woodard & Curran presented a 60% contingency for a construction cost.
Dick Howard said everyone scored the proposal, the price is the price.
Steve Oston said he believes the committee should be in the thick of things.
Ted McIntire said there would be a copy of the details - a schedule to meet with the committee would be developed.
Stephen Blewitt noted the criteria with the committee.
Dick Howard said he wanted a workplan on meetings with the committee and others - there should be an agenda on
the overall workplan.
The committee wants to bless the workplan - what is the deliverable?
The next meeting will be July 29`h
Richard Moore said can we compare criteria?
Motion by Howard, second by Oston to adjourn at 8:10 p.m. Motion carried 6-0-0.
