HomeMy WebLinkAbout1999-04-27 Water and Sewer Advisory Committee MinutesWATER & SEWER ADVISORY COMMITTEE MINUTES April 27, 1999 A meeting of the Water & Sewer Advisory Committee was held at 7:50PM on Tuesday, April 27, 1999 in the Berger Room, Reading Town Hall, 16 Lowell St., Reading, Ma. ) In attendance were Chairman Gail Wood, Committee Member Richard Moore, and DPW Director Ted McIntire. Meeting Minutes It was moved by Richard Moore, seconded by Gail Wood and approved by a vote of 2-0 to approve the minutes of April 6, 1999 as written. FY00 Water/Sewer Rates The Committee reviewed the water rate package as prepared by DPW staff. It was moved by Richard Moore, seconded by Gail Wood and approved by a vote of 2-0 to recommend to the Board of Selectmen that the water rate in FY00 be set at $3.56 per one hundred cubic feet with a minimum bill of $10.68, effective on the August 1, 1999 billing. - - It was moved by Richard Moore, seconded by Gail Wood and approved by a vote of 2-0 to recommend to the Board of Selectmen that the sewer rate in FY00 be set at $5.30 per one hundred cubic feet with a minimum bill of $15.90, effective on the August 1, 1999 billing. The Committee commended the Department on the completeness of the rate packages, in particular the effective rates for each line item on the water rate projections sheet and the sewer rate projections sheet. Ted informed the Committee that the package was prepared by David Lee and that he would pass on the message to Mr. Lee. It was noted that the increase in the water rate was mainly due to initiating partial funding in the amount of $200,000 for the proposed water storage tank construction project. The increase in the sewer rate was mainly as a result of dept service on the loan from the MWRA for the Walkers Brook Drive sewer construction project. The Committee wishes to have staff provide information at the Board of Selectmen's rate hearing on what effect the removal of second water meters had on the water rate and sewer rate. In addition, they requested the amount that would increase/decrease the water rate and the sewer rate by $0.10. Water Tank Siting Project Ted indicated that Woodard and Curran are working on the study and on April 26, 1999 there were hydrant flow tests done in different areas of the community. Water and Sewer Advisory Committee Applicants It was moved by Gail Wood, seconded by Richard Moore and approved by a vote of 2-0 to recommend to the Board of Selectmen that Richard Moore be appointed for an additional three year term. Robert Salter, Gerald McDonald, Nathan White, and William Freeman have applied for appointment to the Water and Sewer Advisory Committee. After discussions, it was moved by Richard Moore, seconded by Gail Wood and approved by a vote of 2-0 to recommend that the Selectmen increase the Water and Sewer Advisory Committee to five members effective January 1, 2000. It was recommended that the new members be appointed as follows: 1 member to be appointed as an associate member effective July 1, 1999 to December 31, 1999. On January 1, 2000 this member would become a full voting member for the remainder of the term; a second associate member be appointed on July 1, 1999 for a three year term and be effective on January 1, 2000 this member to become a full time voting member until the completion of the three year term. It was moved by Gail Wood that the following names be nominated for appointment to the Water and Sewer Advisory Committee: William Freeman; Gerald McDonald; Robert Salter, and Nathan White. Mr. Freeman received one vote and Mr. Salter received one vote. It was moved by Gail Wood, seconded by Richard Moore and approved by a vote of 2-0 to recommend to the Board of Selectmen that Mr. William Freeman or Mr. Robert Salter be appointed to the Water and Sewer Advisory Committee to complete the term vacated by Mr. Stewart Chipman. The motion was approved by a vote of 2-0. It was moved by Gail Wood, seconded by Richard Moore that Nathan White be appointed to the Water and Sewer Advisory Committee effective July 1, 1999 as an associate member, to be appointed as a full voting member on January 1, 2000 and that the total term be three years. Motion was approved by a vote of 2-0. It was moved by Gail Wood, seconded by Richard Moore that following the appointment an individual to fill Mr. Stewart Chipmans vacated term, that either William Freeman or Robert Salter be appointed to a two year term on the Water and Sewer Advisory Committee as an associate member effective July 1, 1999 to be come a full voting member on January 1, 2000. Ted informed the Committee that the Board of Selectmen's FY00 water and sewer rate hearing would be on May 4, 1999 at 8:00pm in the Selectmen's Meeting Room. It was moved by Richard Moore, seconded by Gail Wood and approved by a vote of 2-0 to adjourn the meeting at 9:3 5pm.
