A meeting of the Water & Sewer Advisory Committee was held at 7:40 P.M. on Wedjiesdgy,?.

In attendance were Chairman Gail Wood, Secretary Richard Moore, Committee members
William Freeman and Gerald MacDonald, and DPW Director Ted McIntire.
Ronald Wood, 167 Washington Street, Reading, MA was also in attendance.
Meeting Minutes
It was moved by Gerald MacDonald, seconded by William Freeman and approve by a vote of
4-0 to approve the minutes of March 15, 2000 as corrected.
FY01 Water/Sewer Rate Hearing
Secretary Moore read the notice of the Public Hearing. Ted McIntire reviewed the water rate
package with the Committee. The proposed rate of $3.60 per one hundred cubic feet reflects
the budget identified in the April 2000 Town Meeting Warrant plus the addition of $22,000.00
for the purchase of a vehicle and $3,980.00 for expenses in the Finance Department, these
amounts to fund the water portion of instituting a bi-monthly reading and billing program.
Ted McIntire reviewed the sewer rate package with the Committee. The recommended FY01
sewer rate of $5.53 reflects the budget in the April 2000 Warrant with the reduction of
$80,569.00 to reflect the most recent MWRA assessment figure, and increase of $24,690.00 for
the addition of one meter reader, and increase of $7,406.00 in personnel benefits for that new
position and an increase of $3,980.00 for the Finance Department for additional expenses. The
additional monies would fund the sewer portion of the bi-monthly reading and billing program.
Ronald Wood asked where the sewage goes and it was explained that it travels through a series
of pumping stations and pipes to the Deer Island Sewerage Treatment Plant off the coast of
Winthrop.
Richard Moore moved, Gail Wood seconded and it was approved by a vote of 4-0 to close the
hearing.
It was moved by Gerald MacDonald, seconded by Richard Moore and approve by a vote of 4-0
to recommend an FY01 water rate of $3.60 per one hundred cubic feet with a minimum bill of
$7.20 per bill, effective with the August 1, 2000 billing.
It was moved by Gerald MacDonald, seconded by William Freeman and approve by a vote of
4-0 to recommend an FY01 sewer rate of $5.53 per one hundred cubic feet with a minimum
bill of $11.06 per bill, effective with the August 1, 2000 billing.
It was moved by Richard Moore, seconded by Gerald MacDonald to amend the FY01 Water - - -
Budget as follows: add $22,000.00 for a vehicle in the Water Meter Division; add $3,980.00

for expenses in the Finance Department. The revised FY01 water division budget would then
be $2,569,386.00. The motion was approved by a vote of 4-0.
It was moved by Richard Moore, seconded by Gail Wood and approved by a vote of 4-0 to
recommend the FY01 Sewer Division Budget be modified as follows: add $24,690.00 for
salaries of a meter reader; add $7,406.00 to personnel benefits for that new position; add
$3,980.00 for expenses in the Finance Department; and reduce the MWRA assessment by
$80,569.00. The revised budget would then be $3,640,701.00 and would fund the bi-monthly
reading and billing program.
General
The Committee discussed the DPW Director's performance evaluation. Committee members
will complete the form and submit it to Chairman Wood by May 4a'. She will compile the
evaluations and comments on to one form, and submit it to the Town Manager Peter
Hechenbleikner.
It was moved by Gerald MacDonald, seconded by Richard Moore and approve by a vote of 4-0
to adjourn the meeting at 8:5 8PM.
