June 28, 2000
A meeting of the Water & Sewer Advisory Committee was held at 7:40 P.M. on Wednesday,
June 28, 2000, in the Berger Room, Reading Town Hall, 16 Lowell Street, Reading, MA.
In attendance were Chairman Gail Wood, Secretary Richard Moore, Committee member,
Gerald McDonald, and DPW Director Ted McIntire.
Meeting Minutes
it was moved by Richard Moore, seconded by Gerald McDonald and approved by a vote of 3-0
to approve the minutes of May 17, 2000 as corrected.
Water Projects
As a result of the recommendations of the Adhoc Water Supply Advisory Committee and
support and support of the Board of Selectmen, a meeting was held with Town Manager Peter
Hechenbleikner, Assistant Town Manager Russell Dean, DPW Supervisor of Treatment Peter
Tassi, and DPW Director Ted McIntire to identify projects and assign responsibility.
Following that meeting, Ted, Russell, and Peter Tassi met with John Gall from Camp, Dresser
& McKee in order to develop a time line for the projects and prepare for a presentation to the
Board of Selectmen. Ted presented this information to the Committee as follows:
1. N!WRA Application Staff responsibility- Russell Dean
A kick off meeting will be held with the MWRA, Ipswich River Watershed
Association, Water Supply Citizens Advisory Committee, Water Resources
Commission, MWRA Advisory Board Executive Director, Town Staff, and Town
Consultant Camp, Dresser & McKee. This meeting will be held to advise the
associated groups about the desire of the Town of Reading to acquire a permanent
connection to the MWRA water system. It is expected that this process will take 18 to
24 months.
2. Bedrock Wells Staff responsibility - Peter Tassi
This is a continuation of an existing project. Final locations must be identified and
presented to the Conservation Commission prior to proceeding any further. This
process will take us to a point were drilling, pump tests, and reports are issued with a
recommendation to proceed with the final development of site(s).
3. Rate Study Staff responsibility - David Lee
David is presently working on a Request for Proposals for a rate study by a consultant.
The process will be completed prior to rate evaluations by the Water and Sewer
Advisory Committee and the presentation to the Board of Selectmen.
4. Conservation Program Staff responsibility - Ted McIntire
This will include a rebate program for the purchase of low flow toilets and washing
machines. Ted will be meeting with the MWRA, Ipswich River Watershed
Association, New England Water Works Association, and American Water Works

Association to review programs and solicit recommendations for an education program
for water conservation within the Town.
5. Hydraulic Model Staff responsibility - Jim Richardson
Contract has been issued to Weston & Sampson inc., consultants who will be preparing
a hydraulic model of the water distribution system, review and provide
recommendations for the need of a third water storage tank and develop a twenty year
capital improvement program for the water system.
6. Water Treatment Plant Renovation Staff responsibility - Peter Tassi
Renovations for the water treatment plant will be completed by January 2006 in order
to meet the change in the Drinking Water Quality Regulations. An initial evaluation of
the water treatment plant will be done and will provide recommendations for
improvements. Design will take approximately one year and construction will be
completed in the Fall of 2005.
Staff will update the Water and Sewer Advisory Committee at its monthly meetings.
General
The low bid on the Walkers Brook Drive sewer main construction was Fiori Construction, the
bid in the amount of $600,000.
Camp, Dresser & McKee will prepare documents for the rehabilitation/replacement of the
sewer main system in Pleasant Street and Eaton Street.
Water system leak detection has been ongoing for approximately two months. There have
been less than ten leaks identified in all have been repaired to date. Last year there were
substantial leaks identified with estimated flows of 130,000 gallons per day. All of those leaks
were repaired in a timely manner.
The 2000 Water Quality Report was mailed to all water users in the Town. Gail Wood
indicated that she was impressed with the final product and commended the Department on it.
Ted indicated that Peter Tassi was responsible for working with the consultant in putting the
report together.
It was moved by Gerald McDonald, seconded by Gail Wood and approved by a vote of 3-0 to
adjourn the meeting at 8:30pm.
