October 18, 2000 -
A meeting of the Water & Sewer Advisory Committee was held at 7:38 P.M. on Wednesday, October
18, 2000, in the Berger Room, Reading Town Hall, 16 Lowell Street, Reading, MA.

In attendance were Chairman Gail Wood, Secretary William Freeman, Committee members, Gerald
McDonald, Robert Salter, Richard Moore, and DPW Director Ted McIntire, and Conservation
Chairman Nancy Eaton.
Meeting Minutes
It was moved by Bob Salter, seconded by Gail Wood and approved by a vote of 4-0 to approve the
minutes of August 16, 2000 as written.
Water and Sewer Rate Study
Ted McIntire informed the Committee that the Town had received two proposals for the water and
sewer rate study. One proposal was from Russell Consulting of Newburyport, MA and the other from
Camp Dresser & McKee of Cambridge, MA (with Woodcock Associates). Proposals were reviewed by
Town Accountant Richard Foley, DPW Business Supervisor David Lee, and DPW Director Ted
McIntire. Interviews With the two firms are scheduled for October 30, 2000 and October 31, 2000.
Richard Moore arrived at 7:50PM.
Water System Hydraulic Study
Ted McIntire indicated that the study is on schedule and a draft report is expected the first week of
November.
Subsequent Town Meeting
Article 12 authorizes the Board of Selectmen to abandon easements on land off Walkers Brook Drive
and Newcrossing Road. The interceptor from Walkers Brook Drive to Ash Street is being
abandoned/relocated as part of the Inflow/Infiltration reduction project in the Walkers Brook Drive
area. It is no longer necessary to have easement for the utilities. New sewer service lines are being
constructed and the appropriate easements have been acquired by the Town. It was moved by Bill
Freeman, seconded by Bob Salter and approved by a vote of 5-0 to support the subject matter of Article
12. Ted McIntire was instructed to send a memo to the Town Manager.
Dividence Road School
The Town Manager had sent a memo to Superintendent of Schools Harry Haratunian, dated September
6, 2000, outlining a discussion they had regarding the construction of the proposed school. The memo
indicated that the Town wants the water lines looped from Roma Lane to Sunset Rock Lane to
The agreement identified the facts that the engineers for the School Department would design and
estimate the cost of construction of these water mains. The Town would then request funds through the

water fund for the cost of looping the mains and request funds at the November 2000 Subsequent Town
Meeting. After some discussion, it was moved by Gerald McDonald, seconded by Bob Salter and
approved by a vote 5-0 to instruct Ted McIntire to send a letter to the engineers requesting information
of the estimated costs of looping the water main to the three existing and abutting roadways. Ted
McIntire will look into the issue of looping the Fox Run Lane water main within the school project.
It was moved by Richard Moore to recommend the use of water enterprise funds for the construction of
water mains within the Dividence Road School project. The motion was seconded by Gail Wood and
did not pass by a vote of 0-3-2 (Freeman and Salter abstaining). Reason for not supporting this funding
is the lack of information on the funding required from the water enterprise fund.
MWRA Water Connection
Ted informed the Committee that Camp Dresser & McKee had submitted a scope of work cost of
$86,000 for services for the application process for the MW to connection. It was moved by Bill
Freeman, seconded Richard Moore and approved by a vote 5-0 to support the transfer of $86,000 for
this project.
Bedrock Wells
Ted informed the Committee that Peter Tassi had completed a draft of the request for proposals for
engineering services to continue the exploration of bedrock wells. The draft is being submitted to the
Conservation Commission for comments and bidding is expected to take place in November 2000.
FY2002 Budget
A preliminary budget has been submitted to the Town Manager. There is a financial forum meeting
scheduled for Saturday, October 21, 2000, and it is expected that Departments will have final budget
guidelines.
Gerald McDonald left the meeting at 9:OOPM.
Water and Sewer Fund
The Committee review the water and sewer June 30, 2000 balances. Bill Freeman recommended that
available sewer funds be used to correct inflow and infiltration problems which, at times, cause
surcharging during rain events in various locations.
Ipswich River Watershed Association
The Committee will bring comments to the next Water and Sewer Advisory Committee meeting.
Ted distributed a letter from the Salem and Beverly water supply board to the Editorial page editor of
the Salem Evening News regarding the potential construction of a sewerage treatment plant in the
Town of Wilmington.
