December 20, 2000 ~ A meeting of the Water & Sewer Advisory Committee was held 4P f ~ Npon''Qdnesday, December 20, 2000, in the Berger Room, Reading Town Hall, 16 Lowell Street, Reading, MA. In attendance were Chairman Gail Wood, Secretary William Freeman, Committee members Robert Salter and Gerald MacDonald, DPW Water and Sewer Distribution Supervisor Jim Richardson, and DPW Director Ted McIntire, Finance Committee Member Mary Grimmer, Weston & Sampson Engineers Inc. representatives Patrick Connolly, Bruce Adams, and Leah Hines. Water Distribution System Study Bruce Adams and Leah Hines presented a report on the hydraulic model and system study performed by Weston & Sampson Engineers Inc. (WSE) They reviewed a history of the water system and the desire to meet the necessary daily demand, peak demand, and fire flows. The Town presently meets American Water Works Association storage requirements, however, it does not meet the Department of Environmental Protection guidelines of one day average. Readings average day demand is 2,000,000 gallons. Weston & Sampson created a hydraulic model of the water distribution system including existing storage, pumping capabilities of the Louanis Water Treatment Plant, and the potential connection to the Massachusetts Water Resources Authority high service water main located in the City of Woburn. The also developed a twenty year capital improvement program for the water system which included water main replacement, cleaning and lining of existing water mains, and construction of loop mains in order - to eliminate dead end water mains. The general goals of the water system capital improvement program is to replace or cement line all unlined water mains over a predetermined time schedule that will keep up with the aging water distribution system. WSE also identified 10 areas where there are deficiencies in the distribution system where recommended fire flows are not presently met. They presented a plan of the distribution system highlighting the necessary system improvement to be made within the first nine years of the capital program in order to address these deficiencies. WSE also reviewed the Town of Readings pavement management program and the planned development of the landfill off of Walkers Brook Drive and the Pearson Education Development on Jacob Way. WSE will review additional information and comments from the Water and Sewer Advisory Committee and the DPW staff in finalizing the Water Distribution System Study for the Town of Reading. FY02 Budget This item will be discussed at the next Water and Sewer Advisory Committee meeting. It was moved by Gerald MacDonald, seconded by Bob Salter and approved by a vote of 4-0 to adjourn the meeting at 9:25PM. In attendance were Chairman Gail Wood, Secretary William Freeman, Committee member Richard Moore, and DPW Director Ted McIntire. Meeting Minutes It was moved by Bill Freeman, seconded by Richard Moore and approved by a vote of 3-0 to approve the minutes of October 18, 2000 as written. Dividence Road School Proiect Ted McIntire explained to the Committee that the school project will fund the construction of a water main from Roma Lane to the school building. The school has requested funding from the Town to construct an extension of the water main from the school building to Sunset Rock Lane and to Dividence Road. The estimated cost is $29,000. Ted has requested $40,000 in the Capital Improvement Plan to cover unforeseen costs such as ledge removal. Water and Sewer Rate Study Staff has recommended to the Town Manager that Russell Consulting be awarded the contract for the study in the amount of $37,250.00. Ipswich River Watershed Association Report Card After much discussion, it was decided that the Committee would address the issue of non-accounted water, which Reading received a D+ grade. Ted will provide a list of items that make up the non- accounted water and forward them to Gail Wood. Gail will compose a letter addressing the issues and will also include a statement regarding the leak detection program that the Town has ongoing. FY2002 Water and Sewer Budgets The Committee reviewed the FY02 Water and Sewer Operational Budgets. Ted will put together information on the financial services expenses. In FY01 the salary amount for financial services in water and sewer was split 50150 and in FY02 it appears that more benefits have been added to water expenses than sewer expenses. Ted indicated that he thought that there were additional salaries in the area of personnel that have been included in the FY02 expenses. Benefits are generally in the range of 25-30% of salary. The Committee also requested a breakdown on the Town Manager and the Assistant Town Manager percentage of time being charged to the water and sewer expenses and the incremental costs for benefits. The major item for the December 20, 2000 meeting will be a presentation from Weston & Sampson on the Water Distribution System and Hydraulic Model.
