HomeMy WebLinkAbout2001-01-17 Water and Sewer Advisory Committee MinutesWATER & SEWER ADVISORY COMMITTEE MINUTES January 17, 2001 RECEIVED TOWN CLERK A meeting of the Water & Sewer Advisory Committee was held at 7:45 P.M. on U&IhGy,M"&y 17, 2001, in the Berger Room, Reading Town Hall, lb Lowell Street, Reading, MA. 26162 JUL -3 A 9: 3 8 In attendance were Chairman Gail Wood, Secretary William Freeman, Committee member Gerald MacDonald, and DPW Director Ted McIntire. Meeting Minutes it was moved by Bill Freeman, seconded by Gail Wood and approved by a vote of 3-0 to accept the minutes of November 15, 2000 as written. MWRA Water Connection Ted reported that CDM is preparing the permit application to be submitted to the MWRA. Following the submittal of the application there will be a presentation by the Town of Reading to the MWRA Advisory Board. Regarding the question as to funding for the preparation of the application, Ted reported that he recommended the use of existing funds and a transfer from the water surplus account at the Annual Town Meeting in April 2001. Water/Sewer Rate Study Russell Consulting continues to work on the preparation of the rate study. There have been numerous meetings with the Finance Department, Technology Division, and Department of Public Works to provide information to Russell Consulting. At this time it is expected that a draft report will be available for the February meeting of the Water and Sewer Advisory Committee. Bedrock Wells The Town received five proposals. Peter Tassi, Joe Delaney, David Lee and Dan Howland are reviewing the proposals and will evaluate for follow up interviews with the consulting firms. Bill Freeman identified the fact that the consultant needs to be aware of the overall water supply situation in Reading and in particular the MWRA water connection. Water System Hydraulic Study Ted reported that Weston & Sampson Engineers, Inc. are scheduled to make a presentation to the Board of Selectmen on February 6, 2001. Minutes - WSAC January 17, 2001.doc Page I of 2 Water Treatment Plant Design Ted indicated that there is a need to evaluate the existing water treatment plant and its chemical processes, equipment, and the Safe Drinking Water Act Amendments to determine the scope of design for the water treatment improvements. Peter Tassi is leading this effort. Water and Sewer Advisorv Committee Meeting Schedule February 21 t - water and sewer rate study March 21 - preliminary water and sewer rate discussions April 18th - undetermined May 16th - sewer system overflows June 2& - David Lee Water Conservation Program Ted provide a handout outlining potential pieces of the water conservation program including rebate programs, water flow reduction devices, school programs, information distribution, onsite services including water audits, and awards program. Ted had researched web sites for communities in the western part of the country, the MW]EZA web site, and American and New England Water Works web sites to identify a number of options used or recommend for use in a comprehensive water conservation program. Comprehensive Permit -1375 Main Street The committee reviewed a memo prepared by Town Engineer Joe Delaney regarding this comprehensive permit. The Committee recommends that the maximum of 20% impervious area be maintained as this property is within the aquifer protection overlay district. Ted will draft a letter to the Zoning Board of Appeals for the chairman's signature, outlining the concerns of the Committee.
