A meeting of the Water & Sewer Advisory Committee was held at 7:38 PM on Wednesday, August 15, 2001, in the Berger Room, Reading Town Hall, 16 Lowell Street, "i l: P 3: 0 - In attendance were Chairman Richard Moore, Committee members Steven Oston, Kevin Walsh, and DPW Director Ted McIntire. Resident Stephen Crook, 137 Pleasant Street, Reading was also in attendance. Meeting Minutes It was moved by Steve Oston, seconded by Kevin Walsh and approved by a vote of 3-0 to accept the minutes of July 25, 2001 as amended. Ipswich River Watershed Association Report Card The Committee review the 2001 Ipswich River Basin Water Conservation Report Card issued by the Ipswich River Watershed Association and the Massachusetts Audubon Society. There were a number of questions as to why communities get higher marks in some areas and why Reading received lower marks in areas. It was moved by Richard Moore, seconded by Kevin Walsh and approved by a vote of 3-0 to invite Kerry Mackin, Executive Director of the Ipswich River Watershed Association to attend a meeting to review the report card with the Committee. DPW staff will send questions in advanced to Ms. Mackin. The Committee also discussed a letter to Ms. Mackin from Selectmen Gail Wood regarding the 2001 Report Card. It was moved by Richard Moore, seconded by Steve Oston to recommend that Ms. Wood delay sending the letter until the Committee has had a chance to meet with Ms. Mackin. The motion lost by a vote of 2-1. Water Issues 1. MWRA Connection - Ted indicated that he is working with Camp Dresser & McKee to develop a water conservation program. The issues that he feels should be addressed first are the rebate programs for washing machines and toilets, working with the schools, and general education. He also recommended that the Town hire a consultant to design and administer the program. Gail Wood arrived at the meeting at 8:45PM. It was moved by Richard Moore and seconded by Kevin Walsh and approved by a vote of 3-0 to begin the process of developing a proposal package to hire a consultant. The consultant will prioritize, design, and administer the program. 2. Water Meter Radio Read YroMm - 1 ea xnrormea zne c,ommiUM Lilac 611E Department had received and reviewed the proposals and would be interviewing 5 Minutes - "AC August 15, 2001.doc.doc Page I of 2 vendors, opening price proposals and making a recommendation to the Town Manager for award of a contract. Following an award of a contract a second contract will be bid for the installation of the radio read units. Sewer Backflow Reimbursements The Committee reviewed the most recent draft of the regulation. It was moved by Richard Moore, seconded by Kevin Walsh and approved by a vote of 3-0 to recommend the addition of the wording "subject to funding by Town Meeting" at the end of item #1. The Committee instructed Ted McIntire to send a memo to the Town Manager. Comprehensive Permit -1375 Main Street Ted reviewed the decision by the Zoning Board of Appeals outlining the issues related to water supply. General The next meeting of the Water and Sewer Advisory Committee is Wednesday, September 19, 2001. Ted McIntire will invite Kerry Mackin and request copies of RFP's from other communities for a water conservation coordinator.
