HomeMy WebLinkAbout2002-04-24 Water and Sewer Advisory Committee MinutesWATER & SEWER ADVISORY COMMITTEE MINUTES April 24, 2002 A meeting of the Water & Sewer Advisory Committee was held at 7:35PM on Wednesday, April 24, 2002, at Reading Memorial High School, Lecture Hall, 62 Oakland Road, Reading, MA. In attendance were Chairman Richard Moore, Committee members Steven Oston and Stephen Crook, Town Engineer Joseph Delaney, Board of Selectmen Liaison Gail Wood, and DPW Director Ted McIntire, Lisa Gove and Katya Bilyk representing the Town's consultant CDM, Interested Citizens. House to House Inspection Program Town Engineer Joe Delaney made a presentation on the Town's program to eliminate improper connections to the Town's sanitary sewer system. The program will involve doing house-to- house inspections, performed by representatives of CDM, starting the week of April 29, 2002 with an estimated completion on June 28, 2002. These inspections will be performed Monday through Friday during the hours of 12:OOPM and 7:OOPM. CDM, the Town's consultant, will provide two inspectors to perform the inspections. They will carry Town of Reading identification. The pilot program the Town is undertaking presently will be in the area of Grove Street, Franklin Street, and Forest Street. The purpose of the program is to identify locations where rain water is entering the sewer system through sump pumps, down spouts, driveway drains, etc. This is referred to as inflow. The reduction of inflow into the sanitary sewer system will eliminate sewer surcharging into residents homes and also reduce the assessment the Town pays to the Massachusetts Water Resources Authority to treat sewerage from the Town of Reading. The Town intents to work cooperatively with the homeowners to develop reasonable and cost effective solutions to the problems It is not the intention of the program to penalize homeowners for improper connections to the sanitary sewer system. The Town in currently developing a financial assistance plan with the recommended reimbursement to homeowners for 100% of the cost of correcting the problem with a cap of $1,000.00. The Water and Sewer Advisory Committee, DPW Staff, and representative for CDM answered questions from the public.
