July 17, 2002 UZ ~ A meeting of the Water & Sewer Advisory Committee was held at 7:48 PM on e n sd ; 17, 2002, in the Berger Room, Reading Town Hall, 16 Lowell Street, Reading, MA. In attendance were Chairman Richard Moore, Committee members Steven Oston and Stephen Crook, Board of Selectmen Liaison Gail Wood, DPW Water Treatment Supervisor Peter Tassi, DPW Director Ted McIntire and John Wood, 213 Pleasant Street. Meetin Minutes It was moved by Steven Oston, seconded by Stephen Crook and approved by a vote of 3-0 to approve the minutes of April 10, 2002. Ad Hoc Storm Water Advisory Committee (AHSWAC) Stephen Crook has been appointed by the Board of Selectmen as a member of this advisory committee. House-to-House Sewer Inspection Program Ted McIntire reviewed a memo dated July 12, 2002 regarding a meeting that DPW staff had with our consultant CDM on June 27, 2002. The house-to-house inspection has been concluded for the 1,300 houses in the pilot area located within a portion of the area north of Lowell Street and west of Main Street. There were 26 homes found with sump pumps connected directly to the sewer system, which was approximately 3% of the 833 houses that were actually inspected. CDM will prepare a letter report summarizing the project. The report will include a map showing the location of the 26 sump pumps connected to the sewer and the additional 211 sump pumps in the houses but not connected to the sewer system. CDM will also review tapes of TV inspection preformed on Franklin Street, Grove Street, Henzie Street, and cross-country between Henzie Street, Lowell Street and Willow Street. The next steps will be directed to identifying and evaluating drainage systems and the need for drainage systems in order to connect the known 26 locations. Water Svstem Leak Detection Report The Committee reviewed the water leak detection survey report conducted by Water and Waste Pipe Testing, Inc. during the months of June and July of 2002. There were a total of 13 water Minutes - WSAC July 17, 2002.doc Page I of 3 ° system leaks identified in the distribution system at hydrants, services and mains. The estimated yearly amount of leakage detected was 24,000,000 gallons at an estimated cost of $32,400. It continues to be financially feasible to continue the leak detection program on an annual basis. The 13 leaks located in the system either have been repaired or are scheduled to be repaired within the next two weeks. Water Table Peter Tassi presented a graph showing the water table in calendar year 2002 to date in relation to the water table over a ten year period and for individual years of 1997 and 2001. The existing water table is approximately 2 feet lower than the water table one year ago and one foot below the ten year average. Revay Well Due to a chemical release at the AGFA facility on West Street, Wilmington and contamination at the Massachusetts Highway Department (MHD) facility on Causeway Road, Reading, the Massachusetts Department of Environmental Protection (DEP) has initiated a program of installing monitoring wells between the Town of Reading's Revay Well and the aforementioned facilities. During this process a staff member of DEP noticed 3 existing monitoring wells adjacent to Revay Well and took samples for those monitoring wells. In one well there was a high level of petroleum product. The Town was given a Notice of Responsibility by DEP and the Town hired the consulting firm of Weston & Sampson Engineers (WSE) the three existing monitoring wells were excavated and there was no contamination identified in the surrounding soil. At the present time the Town is not using the Revay Well. The Water and Sewer Advisory Committee requested that an update be included in next months agenda. Bedrock Wells Peter Tassi informed the Committee that 4 of the 5 identified locations in the Town Forest area were drilled. The estimated yield from the 4 wells was not sufficient to pursue further development. The Town would need approximately 250 to 300 gallons per minute to continue quality testing at those sites. The second area which has been identified is the Bare Meadow area. There were also five sites identified in this area easterly of Main Street and northerly of Pearl Street. The Town consultant, CDM, is preparing information on site access, phased drilling, cost estimates for distribution and potential pilot treatment facility costs. Water Meter Radio Read System tem The status report as of July 17, 2002 prepared by David Lee was reviewed by the Committee. Installation began on June 17, 2002 and there have been approximately 5800 units installed. The Minutes - WSAC July 17, 2002.doc Page 2 of 3 Department has received one complaint which was related to the color of the units being installed. The software being supplied by Northrop Grumman for the drive-by reading system has not downloaded properly and is being worked on. The installation contractor has been very good to work with and installation rate has been much higher than expected. Water and Sewer Advisory Committee Reorganization The Committee decided to schedule reorganization for the August 2002 meeting.
