A meeting of the Water & Sewer Advisory Committee was held at 7:40 PM on Wednesday,
December 18, 2002, in the Berger Room, Reading Town Hall, 16 Lowell Street, Reading, MA.
In attendance were Chairman Richard Moore, Secretary Stephen Crook, Committee members
Bob Salter, Steven Oston, and John Wood, Selectmen Liaison Gail Wood, and DPW Director
Ted McIntire.
Meeting Minutes
It was moved by Steven Oston, seconded by John Wood and approved by a vote of 4-0-1 (Salter
abstaining) the minutes of November 20, 2002 as corrected.
Water Projects
Water Treatment Upgrade - Ted indicated that the next Water and Sewer Advisory Committee
meeting is January 8, 2003. A tour of the Water Treatment Plant is scheduled for January 25,
2003 and a presentation to the Board of Selectmen is scheduled for January 28, 2003. It is
expected that there will an Article at the Annual Town Meeting in April 2003 to fund the design
of the Water Treatment Plant upgrade.
MWRA Water System Connection - There will be a presentation to the Water and Sewer
Advisory Committee at its January 8, 2003 meeting, the presentation to the Board of Selectmen
will be on January 28, 2003. It is expected that there will be an Article at the April 2003 Annual
Town Meeting for funding of the buy-in costs for the MWRA Water System Connection. Ted
indicated that there would be meetings with the Water Resources Commission, MWRA staff,
DEP, and the MWRA Advisory Board staff regarding the comments on the draft Environmental
Impact Report.
Carbon Pilot Program - Ted indicated that this program is ongoing.
Summer Avenue Water Main - Ted reported that the project was shut down in late November
2002. Due to the early freezing temperatures we experienced a substantial amount of service
breaks in the temporary service system.
Ash Street to Walkers Brook Drive Water Main - Ted reported that Weston and Sampson has
been hired to prepare plans and specifications and proceed through the Conservation
Commission process for approval of the project. The contract with Weston and Sampson
Engineers is in the amount of $27,600.

Members of the Water and Sewer Advisory Committee took part in the informational walk on
Saturday, December 7, 2002 with a large group of Town officials. The general consensus was
that the land trade would consist of the Town inheriting low wetland areas for high dry upland
property.
FY2004 Sewer Operating Budget
Ted provided information to the Committee for the need of the pickup truck in the Sewer
Division. The need was based on safety concerns of having staff having to use a dump truck to
transport tools and equipment to a job site and then having to work out of the back of the dump
truck to access the tools and equipment. It would be much safer if the crew could work out of
the lower profile pickup truck.
It was moved by Steve Oston, seconded by Stephen Crook and approved by a vote of 5-0 to
recommend the FY04 Capital Improvement Plan for the Sewer Division
Board of Selectmen
Board of Selectmen Liaison Gail Wood indicated that the Board had discussed water and sewer
billing and has requested that the Water and Sewer Advisory Committee take a serious look at
monthly billing.
Storm Water Task Force
Stephen Crook reported that the task force has scheduled public meetings on January 9, January
30, and February 13, 2003.
It was moved by Bob Salter, seconded by Steve Oston and approved by a vote of 5-0 to adjourn
the meeting at 9:32 PM.
