WATER & SEWER ADVISORY COMMITTEE MINUTES CL i

A meeting of the Water & Sewer Advisory Committee was held at 7:40 `PV' _M dQS0y b
February 26, 2003, in the Berger Room, Reading Town Hall, 16 Lowell Street, Reading, MA.
In attendance were Chairman Richard Moore, Secretary Stephen Crook, Committee members
Robert Salter, Steven Oston and John Wood and DPW Water Treatment Supervisor Peter Tassi.
Approval of Minutes - January 27, 2003
It was moved by Steve Oston, seconded by John Wood and approved by a vote of 5-0 to accept
the minutes of January 27, 2003 as written.
Bedrock Wells
Robert Salter asked if the vote at the previous meeting to discontinue bedrock well development
in the Bare Meadow area was based on the final report. Members stated the vote was based on
the draft with very minor changes. Steve Oston questioned if the final report should indicate that
the WSAC and the Board of Selectman vote and approved to discontinue to pursue bedrock well
exploration in this area to show final closure. The committee felt that because it was a CDM
report of the project it should not include the outcome of the votes. Peter Tassi stated he would
address the issue by adding a memorandum or other documentation to the original file indicating
the WSAC and Board of Selectman decisions to discontinue the pursuit of bedrock wells in the
area.
Water Treatment Plant Tour
Peter Tassi informed the committee that a tour of the water treatment plant facility was being
scheduled for either March 15, 2003 or March 29, 2003. Richard Moore asked whom the tour
was being offered to. Peter Tassi stated he thought the tour was being offered to the Finance
Committee, Board of Selectman, Town Meeting Members, and the general public. The
committee questioned if the Zenon pilot would still be running and if not did the Town have any
pictures. Peter Tassi stated the Zenon pilot, depending on the tour date may or may not be
running, but would be there for viewing. If for some reason it was returned before the tour there
are pictures available. Richard Moore requested that all committee members be e-mailed the
scheduled tour date & time. Richard Moore asked if the operation & maintenance costs of a
Zenon facility would be included in the final report. Peter Tassi stated that the operation &
maintenance would be part of the final report.
Water Conservation Plan
The committee discussed in great detail a copy of a draft scope of services for the Multi-Year
Water Conservation Program prepared by Ginger Hartman of CDM. The committee found many
opportunities for improvement with the draft. They felt it was very confusing, although they did
acknowledge that the first draft is always the toughest and just a place to start. The committee

went through the draft scope of services line by line and all comments were recorded. Peter Tassi
will be contacting Ginger Hartman with all of the committee's comments for inclusion into a re-
draft of the scope of services. The committee felt it would have been extremely helpful if Ginger
Hartmen had attended this meeting and thought it might be helpful if she attended the next
meeting scheduled to discuss the scope of services.
Old and New Business
Peter Tassi distributed a graph and associated data spreadsheet with the water table data from the
water treatment plant.
The committee requested future agenda items be: 1. Discuss public buildings eligibility for
participation in the rebate program. 2. Review revised Multi-Year Water Conservation Program
Scope of Services.
It was moved by Robert Salter, seconded by John Wood and approved by a vote of 5-0 to
adjourn the meeting at 9:55 PM.
