WATER & SEWER ADVISORY COMMITTEE MINUTES'

A meeting of the Water & Sewer Advisory Committee was held at 7:40 PM on Thursday, May
29, 2003, in the Berger Room, Reading Town Hall, 16 Lowell Street, Reading, MA.
In attendance were Chairman Richard Moore, Secretary Stephen Crook, Committee members
Robert Salter, Steven Oston and John Wood, Selectmen Liaison Gail Wood, Finance Committee
Liaison Paul Bolger, DPW Business Supervisor David Lee, and DPW Director Ted McIntire.
Water/Sewer Financing Plan
David Lee presented the financing plan for Fiscal Year 2004 - Fiscal Year 2013 to the Water and
Sewer Advisory Committee. He highlighted the changes which had been directed by the Water
and Sewer Advisory Committee at its May 21, 2003 meeting. Increases in water rates in FY04
and sewer rates in FY09 were reduced below 20%. This was accomplished by revising the use
of reserve fund transfers throughout the plan.
Paul Bolger, Finance Committee Liaison, asked what were the increases in water rates. It was
explained that the major projects are the upgrade of the water treatment plant, the MWRA water
works system buy-in cost and the water distribution system upgrades. The MWRA water works
service is optional but we are proceeding under the direction of the Board of Selectmen. The
Committee and Staff updated Paul on the history of the feasibility study, treatment options, and
resultant estimated costs for those options. It was moved by Steven Oston, seconded by John
Wood and approved by a vote 5-0 to recommend the Water and Sewer Financing Plan as
presented.
Water/Sewer Rates
It was moved by Steven Oston, seconded by Stephen Crook and approved by a vote 5-0 to
recommend the FY04 water rate at $4.25 per one hundred cubic feet with a minimum bill of
$8.50, effective with the September 10, 2003 billing.
It was moved by Steven Oston, seconded by Stephen Crook and approved by a vote 5-0 to
recommend the FY04 sewer rate at $5.28 per one hundred cubic feet with a minimum bill of
$10.56, effective with the September 10, 2003 billing.
The Committee discussed the presentation of the Financing Plan and Water and Sewer Rates to
the Board of Selectmen which is scheduled for June 3, 2003. Chairman Moore will make
opening remarks and turn the presentation over to Ted McIntire to outline the details of the
financing plan and the water and sewer rates. Chairman Moore will make closing remarks
before the question and answer period.
