August 20, 2003 A meeting of,the Water & Sewer Advisory Committee was held at 7:37 PM on Wednesday, August 20, 2003, in the Berger Room, Reading Town Hall, 16 Lowell Street, Reading, MA. In attendance were Chairman Richard Moore, Secretary Stephen Crook, Committee members John Wood and Bob Salter, Selectmen Liaison Gail Wood, Town Engineer Joe Delaney, and DPW Director Ted McIntire. Meeting Minutes It was moved by John Wood, seconded by Bob Salter and approved by a vote of 3-0 to approve the minutes of July 16. 2003 as corrected. Stephen Crook joined the meeting. Water Audit A copy of the "TOWN-SPONSORED FREE WATER AUDIT" notification was sent to 150 of the Town's highest residential water users. The Water Audit Program, part of the Water Conservation Program, involves an inspection of homes by a certified auditor from a private company to evaluate how water is used in the home ° and identifies opportunities for water conservation by the home owner. The audit is free of charge to the home owner and is targeted to the highest residential water users in the community. Ad-hoc Storm Water Management Advisory Committee (AHSWMAC) The Water and Sewer Advisory Committee had a draft final report dated August 15, 2003. Joe Delaney summarized the recommendation of the AHSWMAC to the Committee. Their responsibility was to advise the Board of Selectmen on the program. The recommendation was to expand the duties of the Water and Sewer Advisory Committee to include Storm Water Management. This could be accomplished by maintaining the existing membership in the Water and Sewer Advisory Committee, adding members and/or add associate members to the Water ands Sewer Advisory Committee. The Committee asked Joe a number of questions in regards to the final report which he appropriately answered. It was moved by John Wood, seconded by Stephen Crook that the Water and Sewer Advisory Committee expand its duties to include advising the Board of Selectmen on the Storm Water Management Program as recommended by the Ad-hoc Storm Water Management Advisory Committee. It was agreed that the Town Engineer would continue to be involved as a liaison related to the Storm Water Management Program. The motion was approved by a vote of 4-0. It was moved by John Wood, seconded by Bob Salter and approved by a vote of 4-0 to recommend the Water and Sewer Advisory Committee be expanded to include up to two Associate Members. Minutes - WSAC August 20 2003.doc Page 1 of 2 In its review and discussions, the Water and Sewer Advisory Committee recommended minor changes to the draft final report, and asked Joe Delaney to take them back to the Ad-hoc Storm Water Management Advisory Committee. General The Committee instructed staff to hold a public meeting for the Water Conservation Program on September 24, 2003 or October 1, 2003 at the Senior Center.
