Regular Session April 23, 2007
Call to Order
Chair Webb called the meeting to order at 6:07 p.m. at the School Committee Conference
Room. Present were Ms. Webb, Ms. Gibbs, Mr. Caruso, Mr. Michaud, Mr. McFadden,
Mr. Robinson, Superintendent Patrick Schettini, Jr., Director of Human Resource and
Finances Mary DeLai, Assistant Superintendent John Doherty,
Personnel
Bills and Payrolls
There were no bills and payrolls were circulating.
Citizens' Input
There was no citizens' input.
Gifts
There were no gifts presented this evening.
Reports of Chairman, Liaisons, and Superintendent
Chair Webb reported that she, Superintendent Schettini, Stan Quinlan, and Joe Finigan
attended a webinar on NCLB.
New Business
Field Trips
Superintendent Schettini talked about the two RMHS field trips.
Mrs. Gibbs move to approve the Reading Memorial High School field trip to
National History Day in reference to the Superintendent's Memo dated April 20th.
Seconded by Mr. Michaud. Motion carries 6-0. Ms. Webb, Mrs. Gibbs, Mr.
Michaud, Mr. Caruso, Mr. McFadden and Mr. Robinson.
Gibbs move to approve the Reading Memorial High School field trip to New
as stated in the Superintendent's memo dated Anril 20th. Seconded by Mr.
Michaud. Motion carries 6-0. Ms. Webb, Mrs. Gibbs, Mr. Michaud, Mr. Caruso,
Mr. McFadden and Mr. Robinson.

Old Business
Town Meeting Preparation
Superintendent Schettini gave the committee a brief overview of the FY08 budget
presentation for Town Meeting. There was discussion about the projected state revenue,
social security benefits for employees, unaddressed needs of the district and likely
committee action should additional money be added via Town Meeting.
Mr. Michaud left the meeting at 6:45 p.m.
School Department Budget
Superintendent Schettini and Mary DeLai discussed some information that they have
received from the State Department of Revenue:
Mrs. Gibbs moved the following:
• The School Committee shall define its annual operating budget by specifying
that the budget accounts be comprised of Administration, Regular Day,
Special Education, Other School Services, School Building Maintenance, and
Town Building Maintenance.
• The School Committee each year shall vote a budget page consisting of
budget account totals for the above accounts and a grand total amount for all
school department categories. All other information presented within the
annual operating budget is strictly for information purposes and shall not be
construed as constituting any other budget accounts.
• Consistent with MGL Chapter 71, Sections 34 and 37, the School Committee
shall have sole authority to transfer between these accounts while the
Superintendent shall have the authority to transfer between lines within each
account.
• Finally, the School Committee instructs the Superintendent to amend the
necessary School Committee policy(ies) to reflect the substance of this
motion.
Seconded by Mr. Robinson. Motion carries 5-0. Ms Webb, Mrs Gibbs, Mr.
McFadden, Mr. Caruso, and Mr. Robinson.
Mrs. Webb read the speech that she will be giving to Town Meeting this evening prior to
the FY08 budget presentation.

Mrs. Gibbs moved to adiourn, seconded by Mr. Caruso Motion passed 5-0 Ms
