Regular Session March 1, 2004
CALL TO ORDER
Chair Dahl called the regular meeting to order at 7:20 p.m. Present were School
Committee Members Peter Dahl, John Carpenter, Carl McFadden, Robert Spadafora and
Elaine Webb. Also present was Superintendent Schettini.
BILLS & PAYROLL
Bills and payroll were circulated for signature.
CITIZENS' INPUT
There was no citizen input.
SUPERINTENDENT/CHAH2/LIAISON REPORT
Ms. Webb stated the naming of the new school Public Hearing would be Thursday,
March 11, 2004 at 7:30 in the Superintendent's Conference Room. All ideas, names,
faxes and emails are welcome. Ms. Webb and Mr. Spadafora are the School Committee
Liaisons.
Chair Dahl mentioned that it was the twenty-year anniversary of the Reading Public
Library being located in the current location. On Saturday, March 13, 2004 at 10:00 a.m.
starting at Town Hall there will be a book passing event from the Town Hall to the
Middlesex Avenue location to commemorate the anniversary.
Mr. Carpenter stated that there was a draft contract for RCTV. The Ad Hoc Committee
will meet this Thursday to review the draft and recommend changes.
Mr. Spadafora stated that he had a Legal Services Survey to pass out to the Committee.
The Town Counsel Review Committee is reviewing the current model and provider of
legal services.
Chair Dahl stated that Joan Langsam has been doing a great job for the Town.
Chair Dahl explained that he spent a day at the National History Day Competition. It was
fascinating to see the student's creative approach to historical subjects. The students
deserve congratulations. Their projects were phenomenal.
Mr. Russo arrives at 7:50.

Mr. McFadden stated the Joseph Kwiatek finished fifth in the state for a shot put
competition.
OLD BUSINESS
Scott Dunlap from AD gave an over view of the Barrows project. He reviewed the
proposed schedule of completion.
Chair Dahl asked what does Town Meeting dates have to do with the Barrows bid
opening. He was told that this would allow the Town meeting to know the amount
regarding the warrant article concerning the Barrows project.
Mr. Carpenter stated he was hoping for detail on the twenty to thirty action items
previously discussed.
Robert Peirce from Flansburgh Associates was putting together a package of all changes
incorporated into the plans. The package will be distributed at a future meeting.
Mr. Carpenter asked if we could make as an "add alternate" plans for a larger gym.
Mr. Dunlap stated that it is very complicated to make the gym larger as an "add
alternate". He explained that making the gym larger involves a substantial amount of
time and money to redesign the gym. This would involve major changes to the site plans
involving all the building trades.
Chair Dahl asked if this could be done with a change order. Mr. Dunlap stated that it
sounds good but it has a lot of implications. You still need to design a whole separate
gym.
There was discussion concerning gym size. Mr. Dunlap stated that six contractors have
picked up plans and specifications for the high school project.
Chair Dahl thanked Mr. Dunlap for the updates.
There was discussion concerning the Reading Memorial High School building project.
Mr. Spadafora moved to establish liquidated damages guidelines for the Reading
Memorial High School Building ro'ect as outlined in the memorandum received
from Project Manaser Ai3 dated February 18, 2004 and have these guidelines
incorporated into the contract with the General Contractor selected for the project
Ms. Webb seconded the motion the vote was 5-1. Mr. Dahl Mr. McFadden Mr.
Spadafora, Mr. Russo-and-Ms. Webb voting for the motion and Mr. Carpenter
voting against.

Mr. Dunlap stated that the recommended value is $2,500 per day (liquidated damages)
for each and every calendar day that the Substantial Completion date is exceeded for any
phase.
Mr. Spadafora asked if $2,500 per day was in line with values for similar size projects.
He was told it was in line.
Chair Dahl suggested that the Selectmen join the School Committee on a tour of the new
school.
Mr. Spadafora moved to authorize the Superintendent to sign change orders
previously voted on and approved by the School Committee. Ms. Webb seconded
the motion. The vote was 6-0. Mr. Dahl, Mr. Carpenter, Mr. McFadden, Mr.
Russo, Mr. Spadafora and Ms. Webb.
Mr. Russo moved to request the Superintendent to have the Director of Human
Resources and Finance explore and review software systems for tracking emplovee
benefits not to duplicate those done at the Town Hall. Mr. McFadden seconded the
motion. The vote was 6-0. Mr. Dahl, Mr. Carpenter, Mr. McFadden, Mr. Russo,
Mr. Spadafora and Ms. Webb.
APPROVAL OF MINUTES
Mr. Spadafora moved to approve the minutes of January 20, 2004. Mr. McFadden
seconded the motion. The vote was 5-0-1. Mr. Carpenter, Mr. McFadden, Mr.
Russo, Mr. Spadafora, Ms. Webb with Mr. Dahl abstaining;
Mr. Spadafora moved to approve the minutes of January 26, 2004. Mr. McFadden
seconded the motion. The vote was 6-0. Mr. Carpenter, Mr. Dahl, Mr. McFadden,
Mr. Russo, Mr. Spadafora, Ms. Webb
Mr. Spadafora moved to approve the minutes of February 9, 2004. Mr. McFadden
seconded the motion. The vote was 6-0. Mr. Carpenter, Mr. Dahl, Mr. McFadden,
Mr. Russo, Mr. Spadafora, Ms. Webb
Mr. Spadafora moved to approve the minutes of February 10, 2004. Mr. McFadden
seconded the motion. The vote was 6-0. Mr. Carpenter, Mr. Dahl, Mr. McFadden,
Mr. Russo, Mr. Spadafora, Ms. Webb
Chair Dahl thanked Mr. Russo for his service to the Reading School Committee. He told
Mr. Russo he would be missed. He thanked him from the Town of Reading.
