School Committee Finance Committee Board of Selectmen December 20, 2004
Call to Order
Chair McFadden called the School Committee to order at 7:40 p.m. in the Parker Middle
School Multi-Purpose Room. Present were Mrs. Gibbs, Ms. Webb, Mr. McFadden, Mr.
Carpenter, Mr. Dahl and Mr. Spadafora. Also present were Superintendent Schettini,
Associate Superintendent Richards, Human Resources and Finance Director Mary DeLai.
Chair Francis called the Finance Committee to order at 7:41 p.m. Present were Mr,
McDonald, Ms. Williams, Mr. Francis, Mr. Torman, Mr. LaLecheur, Mr. Bolger Mr.
Robinson and Ms. West.
The Board of Selectmen did not have a quorum.

Superintendent's Report
Mr. David Capaldo from The Design Partnership of Cambridge gave an overview of the
culvert situation.
Ms. Webb asked if the new culvert would be installed along the old culvert. Then the old
culvert would be filled in. She was told that was correct.
Mr. Spadafora asked if the building code had changed on culverts since it had the old
culvert had been installed there so long ago. He was told that there are no new codes and
the replacement materials for the new culvert would be the same.
Mr. Spadafora moved to accept the Reading Memorial High School building proiect
Change Order as outlined in the Superintendent's memorandum dated December
15, 2004 to repair the Aberiona Inlet Culvert for an amount not to exceed $365,000
further move to request that the Superintendent obtain a legal opinion stating this
work is within the scope of the Reading Memorial High School proiect and to halt
the process of this change order if it is not within the Rparl;"n lx: _u

School Proiect. Mr. Carpenter seconded the motion The vote was 6-0 Mrs Gibbs,
Ms. Webb, Mr. McFadden, Mr. Carpenter, Mr. Dahl and Mr. Spadafora
Mr. McFadden asked why the culvert failed. Mr. Capaldo stated the culvert was sixty
years old and it just wore out. Mr. McFadden asked if the culvert was SBA reimbursable.
Superintendent Schettini stated that the paperwork would be submitted.
There was conversation concerning the logistics of the new culvert. A conservation filing
would be necessary.
Mr. Hechenbleikner stated there was no negligence on the part of the contractor. The
culvert disintegrated due to age.

Mr. Bolger moved to adiourn. Mr. Robinson seconded the motion The vote was 8-
0. Mr. McDonald, Ms. Williams, Mr. Francis, Mr. Torman, Mr. LaLecheur, Mr.
Bolger Mr. Robinson and Ms. West
Chair McFadden called a few minutes recess.
Chair McFadden called the School Committee back to order at 8:52 p.m.
David Capaldo gave an overview of two types of siding for the Reading Memorial High
School. He stated that the Environmental Protection Agency put a halt to the use of the
siding with lead coated copper.
Ms. Webb made a motion to accept Reading Memorial High School building project
Change Order for the amount of $28, 402.09 to replace lead coated copper siding
with freedom gray material due to the unavailability of lead copper siding Mr.
Spadafora seconded the motion The vote was 6-0 Mrs Gibbs, Ms Webb, Mr.
McFadden, Mr. Carpenter, Mr. Dahl and Mr. Spadafora
There was discussion regarding rubber flooring versus porcelain tile in the Main Street
area. Superintendent Schettini stated he was not comfortable spending money on tile.
Ms. Webb move to accept Reading Memorial High School building project Change
Order to change rubber flooring to porcelain tile in the Main Street area for the
amount of $111,219.56 for the Mr. Spadafora seconded the motion The vote was 2-
4. Mr. Carpenter and Mr. Dahl voting for with Mr. Spadafora, Mr. McFadden, Ms
Webb and Mrs. Gibbs voting against The motion did not carry
last fifty years.

Mrs. Gibbs stated that the maintenance of a tile floor over time is expensive. She has a
hard time supporting this so early in the project.
Ms. Webb move to enter into executive session for the purpose of conducting
strategy sessions in preparation for negotiations with the Teachers' Association,
Secretaries and Clerks, Custodial Maintenance Workers, Cafeteria Employees,
Education Assistants and Nurses not to return to regular session Mr. Spadafora
seconded the motion. The roll call vote was 6-0. Mrs. Lisa Gibbs Ms. Elaine Webb
