Reading, Massachusetts P rI Regular Session November g N: 5 Call to Order Chair Spadafora called the regular session to order at 6:05 p.m. Room 214 at Reading Memorial High School. Present were Ms. Webb, Mr. Spadafora, Mr. McFadden, Mr. Dahl and Mr. Carpenter. Also present were Superintendent Schettini, Assistant Superintendent Doherty, Director of Human Resources and Finance Mary DeLai and Student Representative Erica Lessard. Bills and Payrolls Bills and Payrolls were circulated for signature. Citizen's Input Mr. Brown stated the School Department acquired in 1947 five lots across the street from Reading Memorial High School. Gifts There were no gifts. Superintendents Reports There was discussion regarding Article 9. The FinCom and the School Committee are in support of each other concerning the indefinite postponement of Article 9. Mr. Foulds, Town Moderator explained that if the School Committee tabled Article 9 instead of postponing it, the School Committee would not be able to make a presentation at Town Meeting. He stated this was the best way to go. The Superintendent is recommending indefinite postponement and making a presentation at Town Meeting to gain support. Ms. Webb moved to indefinitely postpone Article 9 of the subsequent Town Meeting November 14, 2005. Mr. Dahl seconded the motion The vote was 5-0 Ms Webb Mr. Spadafora, Mr. McFadden, Mr. Dahl and Mr. Carpenter Old Business Scott Dunlap gave an update on the Wood End building project. He stated they were in the process of gathering information for the SBA audit. He stated a diagram of the new parking lot at Wood End had to inserted into the as builts. Ms. Webb stated that the Committee nef the drawings. Regular Session -2- November 14, 2005 Mr. Dunlap stated that at the end of any project the School Committee must vote to accept the building project. Mr. Carpenter asked about the air quality at Wood End. Mr. Dunlap told him that the problem at Wood End does not have anything to do with compliance or code. It had more to with creature comforts. Mr. Dunlap went on to say that the punch list at Barrows is less than $100,000. The contractor is actively pursuing the items. We are holding onto retainage at Barrows. Ms. Webb thanked Mr. Dunlap for the cleanup of the site for the Barrows Open House. Mr. Dunlap stated there were a number of different items at the high school. We are still behind four weeks. Chris Cormier at TLT is prepared to have crews work overtime. On Veteran's Day 47 people were paid double time. Mr. Cormier is demonstrating to us that he is trying to gain ground on the schedule. Mr. Dunlap stated they would be doing a comprehensive evaluation in January. Mr. Dunlap reviewed the history of the contingency fund. The original recommended contingency was 8% of the construction cost, which is $3,550,000. It was adjusted to $2,002,172 prior to bidding. It was adjusted again after the bidding to $1,623,172. At the Town Meeting Fall 2004 they added $350,000. At the Spring Town Meeting they added $500,000 bringing the total - - available contingency to $2,473,172. There was discussion about the high school track. Mr. Dunlap stated that TLT was negotiating with only one company. They did not have a lock on the project. Other companies were ready to work with us. Adjourn Mr. Carpenter moved to adiourn Ms Webb seconded the motion The vote was 5-0. New Business Ms. Webb moved to accept the Wood End School building project for school purposes Mrs. Gibbs seconded the motion. The vote was 4-0 Mrs Gibbs Ms Webb, Mr. Spadafora and Mr. McFadden Ms. Webb moved to accept the Alice M. Barrows School building project for school purposes. Mrs. Gibbs seconded the motion. The vote was 4-0 Mrs Gibbs, Ms Webb, Mr. Spadafora and Mr. McFadden Mr. Carpenter arrived at 6:20 p.m. There were discussions in preparation for Town Meeting. Superintendent Schettini reviewed his presentation. Adjourn Mrs. Gibbs moved to adjourn.
