CPDC MINUTES
Meeting Dated: January 14, 2002
CPDC members attending: Richard Howard, Chair (RH); Kathryn Greenfield,
Secretary (KG); Neil Sullivan (NS); Jonathan Barnes (JB)
Also attending: Richard Schubert, Selectman (RS); Anne Krieg, Town Planner
(AK)
The minutes for 10/1/01 were approved.
CPDC requested copies of signed minutes.
PUBLIC COMMENT
Resident at 26 Pierce Street spoke about rubbish pick-up. Currently the trucks.
make two trips - backing into driveway and front lawn/fence of property.
The Commission felt the trash pick-up company should be alerted. Units should
bring trash to the street for pick-up.
RS requested staff to pursue who is company that picks up trash at this location
and to speak to them directly.
The residents noted the particular trash workers have been difficult to work with.
AK to talk to Public Works/Town Manager/Police Department; letter to Welch.
AK reviewed the following items with the Commission:
viewed Higgins Case - Commission indicated they would pursue making
modifications to the definition of lot coverage for the Fall 2002 Town Meeting.
Longwood Meeting
Pierce Street Get info from Joan Langsam, Town Counsel for the Commission
Commission noted recent realtor ad indicated no age restriction
29 Pierce Street resident indicated another unit under (4 plus one) agreement
The Commission requested staff to provide an update at the Commission's next
meeting on these issues.

Kevin Keating of Pierce Street indicated he had been following the project. He
felt the project was too dense for the neighborhood. He is concerned the possible
development of the property across the street. He indicated tree planting and the
fence have not been completed.
RH indicated these items should get done now
AK will write a letter indicating these items need to be completed this spring.
AK updated the Commission on possible redevelopment of the Tambone property
in the Business A Zone. She indicated she needs a drawing from Tambone for
review by the Commission.
Burger King
AK reviewed project-noted as minor modification.
Applicant reviewed project modification.
JB felt that aesthetics is a major change to the property. He indicated he needed
time to review the application and questioned whether it was really a minor
modification.
Applicant requested if the Commission would consider approval of the spaces.
He further indicated the color is consistent with the other outlets.
` RH deemed it important to hold a site visit.
JB made a motion to continue the matter to 1128102 at 7:45 p.m. Motion
seconded by KG. All in favor.
AK reviewed new comprehensive permit rules with the Commission, currently
under review by the Zoning Board of Appeals.
AK updated on Longwood Poultry Farm.
RS questioned if they can file comprehensive permit & subdivision at once, how
the regulations work. He questioned if there could be access to the transportation
center in Woburn.
JB questioned if this would become an adversarial situation.
RH questioned the existing traffic on West Street and how much it can hold. A
build-out analysis will be important for their review.
AK showed the Commission plans for the Minot Street car dealership. The
Commission felt the modification should be heard as a major modification.
The Commission discussed the possible purchase of Spence Farm under the
provisions of Massachusetts General Laws Chapter 61A.

The Commission indicated a purchase would allow for major control of
development of the parcel.
The Commission achieved consensus recommended purchase of the property, and
instructed staff to prepare a letter to the same. The Commission felt the Town
could, upon purchase, issue a Request for Proposals (RFP) for 90-110 units of
affordable housing under a twenty (20) year bond, using the funds (80%) from the
Community Preservation Act to support the debt.
JB moved to close the public hearing at 10:10 p.m. Motion seconded by NS. All
in favor.

the Community Planning and Development Commission on March 4, 2002.
Minutes were approved by the CPDC March 4, 2002.
