The following minutes were approved with editions: 11.5.01 STAFF BRIEFING AK discussed the following items with the Commission: • Eric's Greenhouse Conservation enforcement • Pierce Street court case • Spence Farm purchase - review of Mass General Laws Chapter 61A ADMINISTRATIVE REVIEW BURGER KING SITE PLAN REVIEW AK updated the Commission on new information and comments received on the application from Richard Howard, Chairman. Applicant provided the Commission with photographs for their review of other sites. He noted. the changes to parking striping as proposed would not change the number of parking spaces provided. JB focused Commission comments on the roof color and the band of color at the bottom of the structure, as well as the fascia. He requested staff to review zoning compliance with the signage shown on the site. He further requested for the Health Director to review dumpster enclosure for adequacy, given there are two dumpsters at this location. He concurred with Richard Howard's written comments as to color, preferring the roof to remain grey. The Commission discussed other roof colors in the area. AK explained the approval process and the options of singling out the modifications separately. JB commented on the good quality and maintenance of the landscaping on the site. JB moved to approve the plans as submitted with exception to the roof color being blue as requested by the applicant. He further conditioned the approval pending review as to zoning conformance of the signage on the site and the dumpster enclosure and maintenance as to Board of Health regulations and requirments. He amended his motion to indicate if the enclosure changes for the dumpster, it would not require CPDC approval as long as no parking spaces were removed to accommodate a new enclosure. NS seconded the motion. All in favor. PUBLIC WORKSHOP: LONGWOOD POULTRY FARM RE- DEVELOPMENT/ZONING KG introduced the project purpose, CPDC members, the process and intended outcome of possible zoning amendments for Spring Town Meeting. She also reviewed meeting guidelines as to speaking. PH gave a history of the property, including its previous title under Mass General Laws Chapter 61A. He also discussed the work of the previous Committee that studied the possible purchase of the property, indicating their result was a recommendation not to purchase the property. AK reviewed the purpose and process of zoning, subdivision, affordable housing, and comprehensive permits and presented a preliminary zoning analysis of the property. Brad Latham, Esq., attorney for the developer/owner of the property indicated they would be filing a comprehensive permit for the construction of 288 units simultaneous to the zoning workshop process. He further outlined issues of re-developing the property. Bill Bergeron, PE, engineer for the applicant, explained the physical characteristics of the site. He also reviewed connection of roadways, the resource areas currently reviewed by the Reading Conservation Commission, infrastructure/utility needs, stormwater management and linkage to the Aberjona River. He also noted the developer has hired other consultants to. work on the project: Abend Associations for traffic and John Page 2 of 4 TOWN OF READING COMMUNITY PLANNING AND DEVELOPMENT COMMISSION Minutes for Meeting dated: January 28, 2002 Jim Valleco, AIA, architect for the developer reviewed the type of housing structures the developer is considering for the property's re-development. He reviewed the existing topography of the site. He indicated an area, possibly 250' from the Woburn city line may be used for office development to traverse to Inwood Office Park. The Commission opened the floor for public comment. Public comment is listed below (comments in bold indicate repeated issues by residents in attendance). Attached is the sign-in sheet used to identify the public in attendance. • Access to Enos Circle - commercial abutters access to Inwood Drive? • Square footage of office - build out? • Affordability definition • Secondary effects of condo development • Water Provision - Tower? Capacity needs? Pressure? Pumping station? • Access for emergency services location • Why not more commercial square footage? • Taxable - water usage - infrastructure maintenance • MWRA buy in fee • Open Space - use/return to community active recreation - field - usable land f • Unsafe conditions on West Street • More units effect on trips per day - West • Extension of dead ends • Character/density changes • Housing style - not currently in Reading • Existing traffic from Inwood Office build-out • Compare condo traffic to single family • Existing conditions at schools • Development in Wilmington and Woburn to be factored into the analysis • Existing water lines • Restriction on age by deed • Who pays for mitigation of traffic & utilities • Queuing by Barrows - a.m. peak issues • Extend to Longwood Road? • Why not a 50 lot subdivision? • Why not office and single family? • Single lot developments vs. cluster development The Commission indicated further workshop meetings would take place, the next being on February 11, 2002, location to be announced. The next meeting would focus on _ e response to issues and deliberations by the Commission members.
