NS seconded the motion. All in favor. 3-0 ZONING DRAFT APRIL 2002 TOWN MEETING SIGN REVIEW BY-LAW CHANGES CPDC requested to keep the time to act at 45 days. The Commission further recommended the Selectman to be the authority in an appeal of a Commission decision on a Certificate of Appropriateness. SPENCE FARM WORKING GROUP UPDATE There was a concern all money would go to debt and questions as to how the money would be spent. Selectmen will be discussing this option to purchase on February 12, 2002. TRI-COMMUNITY HIGHWAY ACTION GROUP Update by AK-Mass Highway is studying the interchange for the 128/95 to 93. The next meeting for the Tri-Community Action Group is Tuesday February 12, 2002. AK is the Reading Representative for this as requested by Town Manager. APPROVAL NOT REQUIRED PLAN Previously denied plan for the Church of the Good Shepherd can now be endorsed due to amendments to the non-conforming by-law amendment from 2001. The applicant has not filed the plans for endorsement as of the date of the meeting. PUBLIC WORKSHOP: Zoning Analysis/Longwood Poultry Farm Update from KG: Number of options 1. As of right Zoning (what owner can do)-50 units of single family housing 2. Comprehensive Permit application Rezone to do something in between both (under 200 units possibly) t Page 2 of 5 TOWN OF READING COMMUNITY PLANNING AND DEVELOPMENT COMMISSION Minutes for Meeting dated: February 11, 2002 AK reviewed comments/ issues: Traffic: Discussion of access, what role would Enos Circle, Longwood Road play?; Emergency Services to site; West Street current peak/trips per day; Impact from Development in adjacent communities; Barrows School AM/PM peak effect; Site distance to/from site distance; Mitigation of Traffic. Utilities: Water (Capacity, Pressure, Size and age of existing lines); Sewer (capacity). Fiscal Impacts -schools, tax benefits, Education of anticipated number of schoolchildren, MWRA connections, Tax Benefits, Roadway Maintenance, Benefit to Town - affordability and open space/ recreation land. Visual Impacts -farm for a long time, visual change, Density -compared to existing area, Buffering, Connections of streets, Building height and bulk, Building design/ quality - how much space is open, how much building, Use of existing topography/ vegetation - use topography instead of fighting it Impacts on School System She further indicated the Commission will now need: a traffic study, Fiscal Analysis (tax, maintenance), Visual Impact Analysis (how many stories, what is seen) She indicated all participants appear to agree on: limitation on housing, open space/ recreation, buffering to neighbors, condos and housing styles, dedicated area planned, use of topography and clustering of buildings to create buffer. Brad Latham spoke about the decision of 50 lot subdivision or comprehensive permit for 288 units. He showed comparison of single family, planned unit townhouse, 40B Condos and the municipal service cost per dollar of revenue. William Bergeron, engineer for the developer/ owner, showed comparison of comprehensive permit development with planned unit development: Planned unit development, 40B Comprehensive Permit, % Differention. He spoke about the number of units, gross floor area built, total impervious areas, number of cars (1.75 cars/condos), ungaraged cars (parked outdoors), school aged children, number of affordable homes. _James Valleco,-architect for--the-developer/owner-showed the plans/diagrams of Parcels #1, #2, #3. Page 3 of 5 TOWN OF READING COMMUNITY PLANNING AND DEVELOPMENT COMMISSION Minutes for Meeting dated: February 11, 2002 Parcel #1 is 20 acres, park at end, 3 smaller roads, sidewalk on side, and few cul- de-sacs. There would be 25 buildings, no more than 12 units each. 25% of them would be affordable. The flats stacked on top of each other. Two bedrooms, two bath, 1300 square feet. He showed outside appearance of what 40B looked like. He also showed an internal loop that would be 200 feet from the corner of the condo. In case of an emergency a fire truck would need to get in from Inwood Drive in Woburn, or to get in from West Street. The street would not get taken over by the Town of Reading. A lot of open space in the area. In between the road loop, 27 acres of land would be there. CPDC Inquiry/Comment: The Commission discussed the study area for a traffic study, indicating a need for information on West Street to the Woburn Street intersection. It needs to include the build out of Spence Farm. The Commission indicated they also need the traffic study to include the full build out of Inwood Office Park. Further Public Inquiry/Comment: (List of those in attendance attached.) Comments noted were: Handicapped accessibility for units (architect for developer noted all of the first floors would be accessible) Can maps be electronically available online? Current number of cars on West Street Would like the traffic study to go down all the way on West Street-lining up of cars from Woburn Pedestrian Access by River to Barrows Elementary Use of Parcel 2 and 3? People feel threatened by 40B Affordable units attract more children/ students? People have difficulty getting onto West Street from driveway Is there going to be enough room for a street to exit? Off set of street/ access with Westhill and Enos Additional trips for active recreation Factor in Inwood Office Park-more office? More Specific Information More information on comprehensive permits Option: no office? Page 4 of 5 TOWN OF READING COMMUNITY PLANNING AND DEVELOPMENT COMMISSION Minutes for Meeting dated: February 11, 2002 Mr. Latham, attorney for the applicant said that there were new regulations starting September 1St. He further spoke about the application process and this process is how the state supports affordable housing.
