Chris Coleman, representing the interests of the applicant, introduced the project to the Commission. He reviewed building needs, membership, class schedules. He indicated use is not expanding, but instead to re use existing space by new - structure more parking is allowed than is required. There is no increase in traffic expected due to no increase in usage. There was also a review of landscaping. He further noted requisite drainage calculations are forthcoming. Dick Howard noted the provision for parking space is 33, and then asked how is pedestrian access provided to building? He also asked for planting strip on Main St. to be wider. Lighting for the property was also discussed. Motion to continue to 5113102 at 7:45 PM was made by NS. Motion was seconded by MF. All in favor. 122-126 MAIN STREET- SITE PLAN & OPEN STORAGE MF read both site plan modification and special permit legal advertisements into record. He continued that open storage discussion is delayed due to quorum issue. RH discussed dumpster issue, lighting, and signage A motion to close the public hearing on the site plan was made by MR Motion seconded by NS. All in favor. MF moved to approve the site plan dated 4/20/02 with the following conditions: 1. 2 Dumpsters be located as per Board of Health with a 6' high stockade fence to be provided with a gate located in rear of property. 2. Lighting Plan for rear of plan be submitted to Town Engineer for approval 3. All original conditions from previous approval shall apply. 4. Sign area must be approved by building inspector. Motion seconded by NS. All in favor. A motion to continue the public hearing on open storage to 10:00 PM on April 24, 2002 was made by MF, seconded by NS. All in favor. 137 MAIN STREET SITE PLAN REVIEW A motion was made by MF, seconded by NS to continue this public hearing to 511/02 at 7.45 PM. All in favor. LONGWOOD POULTRY FARM ZONING DISCUSSION RH introduced the recent draft document to audience. He indicated there are 3 issues remaining: 1. Affordable Housing 2. Commercial 3. Density Affordable -RH -reviewed current-language,--amending language regarding local preference and developing units. Page 2 of 4 TOWN OF READING COMMUNITY PLANNING AND DEVELOPMENT COMMISSION Minutes for Meeting dated: April 24, 2002 Off-site Affordable issues discussed, noting the following as issues: ✓ Phasing of construction/ development of units ✓ Uncertainty of market (if units are available for purchase) ✓ Financial Assurances ✓ Control over affordable MF and NS both expressed a desire for affordable units to be provided on-site only. Commercial Property issues were discussed. RH discussed options available in this area. Concerns raised included: -Access -Density of residential if no commercial is built -circumventing comprehensive permit process question JB indicated he favors commercial development in the rear portion of the property. Density issues were discussed. A stepped density of development was offered at 6 units/ acre progressing to 10 units/ acre and then allowing 12 units/ acre in the rear portion of the property. If stepped density is utilized, the Commission indicated they favor 6 units/ acre to 8 units/ acre and then 10 units/ acre in the rear portion of the property. Setbacks from existing residential districts were discussed. 122-126 MAIN STREET SPECIAL PERMIT OPEN STORAGE Brad Latham indicated the documented areas on the plan for open storage. MF made the motion to approve the modification to the previously approved Special Permit to allow open storage at this address as shown on the plan dated Page 3 of 4 TOWN OF READING COMMUNITY PLANNING AND DEVELOPMENT COMMISSION Minutes for Meeting dated: Apri124, 2002 The motion also included the deletion of condition number 2 in the previous decision as it exceed the authority for relief from zoning under said Special Permit. All previous findings and conditions apply with this approval for modification. Motion seconded by JB. All in favor, 4:0. Motion to adjourn the meeting at 11:00 PM by ME Motion seconded by JB.
