Also Present: Joseph Delaney, Town Engineer (JD); Anne Krieg, Town Planner (AK); Kelley Meier, Recording Secretary (KM). The Chair called the meeting to order at 7:40 PM. RH updated the attendees about the proceedings of the Zoning Board of Appeals last Thursday evening regarding the Longwood Poultry Farm Comprehensive Permit hearing. AK further updated the attendees regarding the ZBA meeting on Longwood Poultry Farm. AK requested the Board require the applicant to have soil testing done on the site. The topography on site is extensive and the Board needs assurance the drainage and retention systems can operate effectively. The project should be permitted under the local wetlands protection laws as requested by staff in response to the applicant's request for a waiver from this by-law. The Fire Department commented they would like more hydrants on site. They were concerned about the grading on some of the driveways, they can only handle 6% grading for the operation of fire apparatus. There was concern about how much Enos Circle can handle for traffic. AK will be working with the ZBA on hiring a peer review traffic engineer for the traffic study. The hearing was continued to June 1St. AK is still waiting to hear from other Boards/Committees/Commissions on their responses to the application. AM Created by Kelley Meier Created on 07/26/02 2:50 PM TOWN OF READING COMMUNITY PLANNING AND DEVELOPMENT COMMISSION Minutes for Meeting dated: May 13, 2002 Bill Bergeron from Hayes Engineering presented the plans as filed. He explaining the purpose Of this project. He indicated here are 36 acres on arts off is property. There will be a sanitary sewer that goes towards the back of Enos Circle property due to elevation on West Street. The street would be 60 feet wide in right of way, the plans include the extension of Enos Circle. It's currently 50 feet in right of way width, but would be widened to 60 feet where the new street comes in. There would be a new 12 inch water main for the extension that would be put in. PUBLIC COMMENT What is the width of Longwood Road? Bill Bergeron noted the plan shows no connection to Longwood Road. Does the Inwood property have access to the Longwood property? The applicant indicated there would be emergency access provided to Inwood Drive from the Longwood property. Sally Hoyt, former Selectman, made a presentation to the Commission and to the other residents. She reviewed the letter she wrote to the Commissio with the Commission's files for this application. n as filed There was concern as to where the detention basin is located. The actual build-out of the property in relation to the design of the roadway was question by both Commissioners and staff, noting the difficulty in reviewing the application given the unknown nature of build-out. JB moved to continue Public Hearing on June 10", at 8 PM, KG seconds. All in favor, 4-0-0. PUBLIC WORKSHOP: ZONING DRAFT REVIEW OF PLANNED UNIT DEVELOPMENT ZONING BY-LAW/LONGWOOD POULTRY FARM RH reviewed the process thus far in reviewing the zoning drafts for the property. There was a request for a 24 feet width roadway on the property to keep with the current 24 feet width roadway on Enos Circle now Are people going to be allowed to use other roadways to access the property? There was concern on access issues related to emergency situation, to prevent the recent emergency access issues regarding a recent fire on Sanborn Lane. Traffic Safety Issues RH reviewed the traffic study and the amount of cars traveling on West Street during AM and PM peak hours. ZBA is going to hire a consultant as peer review of the traffic study for their deliberations on the comprehensive permit. PUBLIC COMMENT t t There was concern of site distances. Truck traffic issues on West Street. Reviewing traffic issues as a whole on West Street and not just the Longwood Poultry Farm area. The Willow Street intersection was noted as problem area in capacity and safety in movement issues Parking area for the recreation provision needs to be provided. Density issues with the number of units per acre was discussed Provision for affordable housing was noted as an important item for the zoning allowances MWRA buy-in for water was discussed - the applicant may be required to assist the Town in that venture. Issues with the allowance of commercial development in the rear portion of the property were discussed. Brad Latham noted the Town went to him due to their interests in commercial usage for the rear portion of the property. This workshop will be continued next week at 8 PM.
