The Chair called the meeting to order at 7:45 PM. JB arrives to the meeting at 7:47 PM. There was a letter of request from Ed Oteri AK had received, asking to rename Hutchinson Court over to Adams Way. There was some discussion about First and Second Streets and the zoning/ subdivision issues regarding the situation. RH asks if there were some guidelines prepared by the Sign Review Board. 7:56 PM - PUBLIC HEARING: 235 HAVEN STREET SIGN REVIEW) The applicant from Bayview Properties is present. The sign is on an awning, which is stationary. The applicant would produce an awning like the awning that is next building. It is about 3 feet high. The phone number on the sign may not be allowed under zoning. JB makes a motion to grant a certificate of appropriateness for the sign for 235 Main Street, with the elimination of the phone number on the sign. NS seconds. Voted in favor, 4-0-0. KG mentions that it would look nicer if the bottom would line up with the other sign next to it. RH moved to deny the site plan because of an incomplete submittal unless the Commission receives a formal request for an extension time on or before June 14, 2002. If such formal notification is received, the Commission shall therefore continue the hearing until July 15, 2002 at 7.45 PM. KG seconds. Voted in favor, 4-0-0. 8:20 PM - PUBLIC HEARING: 137 MAIN STREET RH makes a motion to deny the application, unless the Commission receives a formal request to continue the matter, and if so received, move this meeting to July 29, 2002. NS seconds. Voted in favor, 4-0-0. The Commission took a break at 8:21 PM. RH calls the meeting back to order at 8:37 PM. - 8:40 PM: PUBLIC HEARING: PRELIMINARY Sus-DivlsioN/468 WEST STREET(LONGWOOD POULTRY FARM Joan Langsam, Town Counsel arrives to assist the Commission for the hearing. There is discussion about the pavement and its width. RH reviews process with the public in attendance. Bill Bergeron gives a brief introduction as to the application. Mr. Bergeron would like to know from the Commission on where to put the utilities. RH asks AK to read Joe Delaney's comments for the subdivision. Public comment included easements discussion. RH requested Commission comments on the application. There is question on whether to vote on this tonight or to have AK draft some conditions and vote on it on the next meeting and also in order to meet with the Town Engineer to review his comments. All in favor, 4-0-0. 9:40 PM - PUBLIC HEARING: ZONING/L,ONGWOOD POULTRY FARM There was some discussion about the amount of traffic that is going through the area. There was discussion about the density on the land area. PUBLIC COMMENT -would you consider the adverse impact on water supply in the review of the project? -Bob Brown noted he agrees that the units should not exceed 10 units per acre and he indicated this density will be a concern to Town Meeting There was some discussion whether the back parcel of land will be residential - and how many units back there, or the land being commercial. -John Savarino mentioned his written request that his one acre parcel of land be included within the district JB moves to accept the PUD and submit it to the Board of Selectmen for a future warrant for a Town Meeting. KG seconds. All in favor, 4-0-0. JB moves to designate the area currently zoned as PUD to a PUD-I and the area on West Street as PUD-R and submit it to the Board of Selectmen for a future warrant for a Town Meeting. NS seconds. All in favor, 4-0-0. NS makes a motion to accept the amendments to Section 4.2.2 of the Reading Zoning By-Law and submit it to the Board of Selectmen for a future warrant for a Town Meeting. JB seconds. All in favor, 4-0-0. Motion to adjourn at 10:55 PM, made by JB, seconded by KG. All in favor, 4-0-0.
