Also Present: Joseph Delaney, Town Engineer (JD); Anne Krieg, Town Planner (AK); Kelley Meier, Recording Secretary (KM). The Chair called the meeting to order at 7:38 PM. The following minutes were approved with/without amendments or editions: May 13, 2002 May 20, 2002 June 3, 2002 RH passes out an email sent out by Kathy Greenfield regarding the status of the minutes. STAFF BRIEFING AK updated the Commission about a traffic study that was done over by the Barrows Elementary School. She had received an application from Spence Farms for a comprehensive permit. There will be a presentation, a short one, at the ZBA meeting on August 1, 2002. AK is trying to get a traffic study done at Longwood and Spence Farm at the same time since the projects are at each end of West Street. The owner is present to discuss the name change from Fanta Road to Adams Way. Adams as a name also has a historical meaning to the area, just like Hutchinson. NS moved to reduce the bond to $30,415 and to change the name from Hutchinson Way to Adams Way. PD seconds. Voted in favor, 3-0-0. Melendy Drive AK and JD updated the Commission about this project. The drive is not done yet and the builders would like the bond released. NS moved the following: We, the Reading Community Planning and Development Commission, under the authority of Massachusetts General Laws Chapter 41, Section 81 U, having been requested by Ed Oteri, to change the street name of the endorsed and recorded subdivision known as Fanta Road, do hereby vote; to approve and endorse the following street name for said road: Adams Way. Evidence of recording of this decision must accompany future bond reduction requests and/or building permit applications. PD seconded. All in favor. NS moved the following: We, the Reading Community Planning and Development Commission, under the authority of Massachusetts General Laws Chapter 41, Section 81U, having been requested to reduce the bond currently being held in the amount of $65,200.00, for the construction of ways, frontage and utilities for the endorsed and recorded subdivision known as Fanta Road, do hereby vote; to reduce the above-noted bond to $30,415.00, as recommended to this Commission in a memorandum from the Town Engineer dated July 29, 2002. PD seconded. All in favor. 8:02 PM - PUBLIC HEARING: SITE PLAN REVIEW/137 MAIN STREET A formal letter was sent to AK to postpone the hearing to the September 9, 2002 meeting. NS makes a motion to postpone the hearing until 9.9.02 with action date on 9.13.02. PD seconds. Voted in favor, 3-0-0. 8:07 PM - PUBLIC HEARING: SITE PLAN REVIEW/68-72 MAIN STREET Chris Coleman, attorney for the applicant, reviewed the applications updated plans. The drainage analysis just came in on 7.29.02. JD reviewed his memo of engineering comments. AK noted there were no other staff comments. RH moved to accept the site plan with conditions. NS seconds. Voted in favor, 3-0-0. RH calls for a five minute break. RH calls the meeting back to order. 8:36 PM - PUBLIC HEARING: SITE PLAN REVIEW/143 MAIN STREET Josh Latham is present representing the applicant. Mr. Latham passed out a new plan for the drainage calculations. There is a dumpster on the site plan. The neighbor to the back has a few trucks on his lot, believed to own a tree cutting business. He would like to meet with JD to see what he would like from this property over the next week. There have been two site plans, the previous one and the one handed out tonight. The previous plan had 10 outside parking places, 6 inside; the same on the new plan, but reconfigured. There is an existing curb cut on the property. The three parking spaces in the back next to the garage do not meet the criteria for parking spaces. JD had a memo dated last month he reviewed with the Commission. There was some discussion about landscaping. AK does not recommend just grass, but more shade trees, ground cover, and shrubs. The Commission requested the applicant put some motion detector lights on in the-back of lot-for-the-three varkinLy snots. RH moved to continue the hearing to August 26, 2002 at 7:40 PM subject to the signing of the extension order. PD seconds. Voted in favor, 3-0-0. 9:09 PM - PUBLIC HEARING: SITE PLAN REVIEWIMAIN STREET FINAGLE A BAGEL) The applicant and the engineer are present. There has been 25 plants that have been planted in the back of the property. A new landscape area was put on the Knollwood Drive to narrow the drive way. New signs were put on the Knollwood Drive side to have traffic to only take a right turn. There is an extension of the patio so that people can walk on the sidewalk. AK spoke with the fire chief about the parking on Knollwood Drive, he was going to evaluate the emergency access considering traffic and parking. The drive thru will be used during the "Kiddie Hour." Public Comment -concern about the safety of their children, as many as 16 cars on Knollwood Drive -Steve Cook: sees the problem of the people going out of Knollwood Drive taking a wide turn and possibly getting into a head on collision with people coming onto Knollwood Drive from Main Street RH would like to see an arrow painted on the concrete for the Drive-Thru to exit. NS suggested a Police Detail for when there is an entertainer after the drive-thru has been put in and after three months, review it with the Commission and the abutters, maybe detail during school hours. RH reviews the conditions for approval of the Finagle a Bagel drive-thru. Voted in favor, 3-0-0. RH has a couple of things to go over with the Commission: -Write a letter to the BOS to let them know about the Commission's decision to support no parking on both sides along the Finagle a Bagel frontage. We would support parking on one side of Knollwood, only if this was the wish of the neighbors during the first six months. -Letter to fire department on Longwood. -Letter from Peter, dated July 19, 2002; created by Pierce Street construction, this is still in court, AK will get update from Joan tomorrow. AK goes over the Town of Norton memo regarding MGL Chapter 40B issues. Motion to adjourn at 10:03 PM, made by RH, seconded by PD. All in favor, 3-0- 0.
