Also Present: Chris Reilly, Town Planner (CR); Kelley Meier (KM), Recording Secretary. The Chair called the meeting to order at 7:30 PM. The minutes will be held off until February 24 meeting. ADMINISTRATIVE REVIEW Extension - Baldwin Lane Subdivision - ' Atty. Brad Latham requests an extension for the Hardy"s subdivision. The building permit is up in February 2003. RH mentions that the extension was approved under the previous subdivision by-laws. JB mentions a few items. PD arrives at 7:36 PM. The Hardy's will build within the year. There has been no change except the date. NS grants the extension to February 2004. MF seconds. JB would like representation for the extension. The motion was passed in favor, 5-0-0. RH moves to go into Executive Session at 7:41 PM until 8:15 PM. MF seconds. PD agrees. MF agrees. NS agrees. RH agrees. JB agrees. The CPDC goes back into regular session at 8 PM. The Advisory Committee will be appointing people soon, but haven t been done yet. The CPDC needs to be sworn in. Spence/Longzuood There was a working group meeting recently. They went over the pro forma. There was only draft conditions from Brad Latham. The Commission hasn't gotten the pro forma draft yet. Longwood is going to be in front of the ZBA on Thursday. RH goes over some of the items that jump out at him, which he sent out to the Commission. There was talk about putting a soccer field in the back. However, it would be subject to flooding during the Spring when it would be most beneficial to the residents. JB would like to see some location for having recreation on the site, but there may not be a lot of area for it. Van Norden LIP There was a meeting with applicant this past Friday. The applicant will work to delineate the third vernal pool. CR updates the Commission. RH mentions that you cant really delineate the last pool until the snow is gone. Fran Fink would like to wait until March to delineate it. There will be a site walk on February 22 on one of the developers properties in Tewksbury at 9 AM. RH has come up with some conditions regarding this project. APPROVAL NOT REQUIRED PLAN Dana A. Ballou - 412 South Street CR shows the Commission a plan on what the applicant would like to do. RH moves to not endorse the plan because it is not clear what the applicant wants to do. MF seconds. Voted in favor, 5-0-0. 8:36 PM - CERTIFICATE OF APPROPRIATENESS The Corner Closet - 6 Linden Streef The applicants are present and they go over what they would like to do. This is a consignment store for women. The sign will be made out of plywood. This goes along with the signage by-laws. The sign is going to be on Brandy Court, over the main door. RH moves to approve the Certificate of Appropriate as submitted. MF seconds. Voted in favor, 5-0-0. 8:42 PM - CERTIFICATE OF APPROPRIATENESS Comcast - 580 Main Street RH mentions that he has a problem with this and the building, which has 6 signs on it on each side. The Commission goes over the by-laws for signage. The owner of the building is Mary Tambone and she did not sign the application. RH recommends sending Mary Tambone a letter requesting a master signage plan. The Commission is going to invite the applicant to come in on an assigned date. CR is going to look at the City of Melrose and see what they did to achieve the uniformity of their signs and if it is from the by-laws or the Chamber of Commerce. 9:18 PM - PUBLIC WORKSHOP: Public Workshop: Proposed Amendment of Planned Unit Development Zoning Map/Longwood Poultry Farm CR updates the Commission about what is going on. The homeowner spoke with Anne Krieg, former Town Planner, about including his lot in the PUD amendment but he submitted his request too late for Town Meeting. JB would like to know about the pros and cons of adding this lot to the Longwood Poultry Farm PUD. CR goes over some of the pros. RH and JB can't think of any reasons why they shouldn't add this lot of land to the PUD. RH moves to recommend to the BOS to introduce the map amendment at the next Town Meeting, which would add Map 58, Lot 5 into the PUD-R overlay district bounded by West Street and Longwood Road extension. NS seconds. Voted in favor, 5-0-0. RH recommends that CR get some information about 4 West Street and Beacon Street. Motion to adjourn at 9:31 PM, made by MF, seconded by PD. All in favor, 5-0-0.
