CPDC MINUTES
Meeting Dated. February 9, 2004
Members Present: Chair, Susan DeMatteo (SD), Neil Sullivan (NS), Jonathan Barnes (JB),
Richard Howard (RH)
Also Present: Chris Reilly (CR), Town Planner; Joe Delaney (JD), Town Engineer
The Chair called the meeting to order at 7:35 PM.
RH moved to approve the minutes of the January 12, 2004 meeting with the noted
amendments.
NS seconded.
Voted 4-0-0, all in favor.
Approval Not Required (ANR):
Habitat for Humanity, Governors Drive
Assessor's Map 93
JD described the ANR request; Town lot is being subdivided into 3 lots to allow Habitat to
build 2 affordable, single family homes on 2 of the lots; the 3'd lot will go to Conservation.
RH moved to endorse the ANR as submitted, with notation that Habitat lots aren't buildable.
JB seconded.
Voted 4-0, all in favor.
Public Hearing (continued):
Johnson Woods (a.k.a. Longwood Farm) Planned Urban Development (PUD)
Preliminary Permit Application
Atty. Brad Latham, Engineer Bill Bergeron and Consultant John Connery represented the
Applicant, Ted Moore.
Consultant Anne Reitmayer gave her peer review on the Financial Impact Analysis submitted
by the Applicant, dated January 6, 2004. Ms. Reitmayer generally concluded that revenues
were being overstated and costs were being understated.
John Connery responded to Ms. Reitmayer's report and the Commission followed up with
questions on the assumptions regarding the impact of 3 bedroom units, revenue vs. costs, etc.
The draft conditions for the Preliminary PUD Plan were reviewed, starting with Condition 8
where the prior public hearing was continued.
RH moved to close the public hearing on the Johnson Woods Preliminary PUD Plan.
JB seconded.

RH moved to approve the Preliminary PUD Plan for Johnson Woods, subject to the following
Conditions (see Attached Decision):
JB seconded.
Voted 4-0-0, all in favor.
JD left at 10:15 PM.
Public Hearing:
Atlantic Tambone Developers, Inc., 80-100 Main Street.
SD opened the public hearing and NS read the legal ad.
Attorney Latham represented the Applicant, Anthony Tambone
CR has revised the PUD-B zoning draft circulated between CPDC, Town Counsel and the
Applicant outside of the workshop. The final draft was reviewed.
Public comment was taken from Haystack Rd. residents who inquired about what type of
development was proposed. Attorney Latham explained the developer's intent regarding the
zoning amendment.
RH moved to close the public hearing.
JB seconded.
Voted 4-0-0, all in favor.
RH moved to recommend to Town Meeting passage of Articles #20 and #21 at the 2004
Annual Town Meeting.
JB seconded.
Voted 4-0-0, all in favor.
Staff Briefing:
CPTC Seminar
CR reviewed the upcoming Citizens Planning and Training Collaborative (CPTC)
zoning and planning seminar on March 20 and commented that it was the hottest
ticket in Town.
GIS Zoning Map
CR reviewed the new Geographic Systems Information (GIS) zoning map the Town
is now utilizing; it has been placed on the Planning web page as well.
Summit Drive Letter of Concern-Hopkins Street Apartments
CR reviewed a letter from the Summit Towers Condominium Association regarding an
impending Chapter 40B application in Wakefield. CR will draft comments for CPDC to
review when more information is available and a DRT can be conducted.
RH moved to adjourn.
NS seconded.
Voted 4-0-0, all in favor.
The meeting was adjourned at 11:00 PM.
