Also Present: Chris Reilly (CR), Town Planner The Chair called the meeting to order at 7:35 PM. Administrative Review Baldwin Lane Definitive Subdivision extension request Baldwin Lane, Charles Hardy Attorney Brad Latham represented the Applicant, Charles Hardy. They have provided CR with a bond based on the Town Engineer's estimate of work to be done. The bond amount is more than sufficient to cover the work needed; the roadway is almost complete and they will coordinate a site inspection with the Engineering Division in the next 2 weeks or so to finalize. They have prepared a lot release and are requesting CPDC approval; there is a pending sale of the lot at stake. They are also requesting an extension for completion of the subdivision; the prior extension expired on June 30, 2004. SD and JB expressed concern about accepting a bond; this project has been extended twice and it would be better if they just did the required work, before the lot is released. JB noted CR has advised there is an abutter who has expressed concerns about unfinished roadway work and he would like to get his input. Mr. Kraft, 20 Baldwin Lane spoke to his concerns. He wants the work resolved as quickly as possible; the roadway has been under construction for almost 2 years. RH moved to grant the lot release subject to: 1. The provision of a surety of $21,100. 2. Binder course be completed subject to the satisfaction of the Town Engineer JB seconded. Voted 4-0, all in favor. RH moved to extend the subdivision completion date to 11.30.04. SD seconded. Voted 4-0, all in favor. JS arrived at 8:00 PM. CAMy Documents\CPDC\Agendi-Minutes\Minutes\CPDCMIN10.04.04.doc Public Hearing (continued): Site Plan Review 110 Main St., Trickett Realty Trust Engineer Anthony Guba from Ayoub Engineering and Traffic Engineer Scott Hayjeff represented the Applicant. Mr. Guba made a presentation on the updated site plans. To address Design Review Team (DRT) concerns, they have added the required pass-thru lane, closed the curb cut on Hopkins, added landscaping throughout the site, expanded aisle widths, improved the drainage design and made aesthetic enhancements. Mr. Hayjeff made a presentation on the revised traffic study. AM peak period traffic is similar to the gas station at 4 West St; the level of service will be the same. There is very little off-peak traffic volume from Hoplcins St. but the intersection already operates at level of service F. CR went over the results of the DRT meeting on September 20, 2004. The following comments were provided: Planning i Would like to see shade trees on south boundary Shrubbery should have more year-round landscaping Lighting should be shielded ➢ Will need to redo sidewalk Fire ➢ Review fire suppression system ➢ Insulation for tank Engineering Hopkins curb cut could be closed to provide landscaping Drainage study received; will review Would like to see abutting driveway completely on that property Must meet DEP storm water regulations Zoning issues Requirement for pass-thru lane Stacking requirement does not appear to be met Conservation ➢ Will need more than existing for Total Suspended Solids (TSS) removal i Increasing impervious Grading on west side-swale created by retaining wall Will existing catch basins be altered? ➢ Invasive plants should be removed Grass instead of wood chips Police ➢ 5 reported accidents ➢ peak period traffic heavy, Hopkins should be a Do Not Enter RMLD ➢ Don't want to maintain existing service ➢ Would like to come up the driveway to the house for service to both properties _ No capacity to install as proposed CR reviewed Town Engineer's comments dated October 4, 2004, which were similar to the DRT comments. C\My Documents\CPDC\Agenda-Minutes\Minutes\CPDCNHN10.04.04.doc RH asked if the site conformed to the Business A district zoning setback of 180' from the centerline of Main St. Mr. Guba replied CR had instructed him on this requirement but they misunderstood the guidance; the proposed use is beyond the 180' line. CR explained that they would need a variance as proposed. He suggested the Applicant extend the public hearing to allow for revisions to the site plan that would conform to zoning. The Applicant agreed to extend to 10.25.04. RH moved to continue the public hearing to 8:00 PM on 10.25.04. JB seconded. Voted 5-0, all in favor. Public Hearing: Site Plan Review 519 & 505 Main Sts., Inman Alvi et al NS opened the public hearing. JS read the legal ad. The Applicants made a very brief presentation. They were before the CPDC for a pre-application presentation in June and have incorporated comments into their site plan review application. They want to construct an addition and operate a convenience store at 519 Main Street and renovate the fagade of both addresses. CR explained the 2 property owners have combined their site plan review application. He went over the memo dated October 4, 2004 from the Town Engineer, who has concerns about the inadequate access to the rear parking and the lack of drainage information submitted. CR recommended continuing until October 25 so the project could be reviewed by the DRT. RH made a motion to continue to October 25, at 8:45 PM. SD seconded. Voted 5-0, all in favor. SD recused herself at 9:30 PM because she is a member of the Meadow Brook Golf Club, which is the next applicant on the agenda. Public Hearing: Site Plan Review 292 Grove St., Meadow Brook Golf Club Warren Cochrane represented the Applicant and made a presentation. The Club wants to reconstruct a poolhouse on the site. They have received their Order of Conditions from the Conservation Commission and are in the process of complying. The design for a required infiltrator will be submitted shortly. They are not proposing to increase parking; the site plan will only expand the existing poolhouse by a few feet in the front to improve accessibility. CR doesn't see many issues with this application but recommended continuing the hearing to 10.25.04 to allow the Town Engineer to review the drainage design to be submitted by the Applicant shortly, which will be reviewed at the next DRT.
