HomeMy WebLinkAbout1997-02-03 Community Planning and Development Commission Minutes.E,El~ . l,, N 4 V n a~ f TOWN OF READING Inj COMMUNITY PLANNING AND DEVELOPMENT COMMf§SION MINUTES OF FEBRUARY 3, 1997 A meeting of the Community Planning and Development Commission of the Town of Reading was held in the Selectmen's Meeting Room of the Town Hall, 16 Lowell Street in Reading, Massachusetts on February 3, 1997. In attendance were Bryan Irwin, acting as Chair; Michael Flammia, Commission Secretary, and Member Jonathan Barnes. Also present were Town Planner Jonathan Edwards and Town Engineer Joseph Delaney. The meeting was called to order at 7:47PM. PUBLIC INPUT: Bruce MacDonald and Howard St./Milton Rd./Wescroft Road Neighbors discussed the proposed revised methodology for PRD-G density calculations and rezoning procedures. Mr. Irwin explained the process as to how a by-law amendment is brought to Town Meeting. Member Richard Howard and Susan DeMatteo, Chair, joined the quorum. Neighbors' concerns had to do with adequate knowledge about development options. Other concerns centered around trying to make sure that the process would not cause an undue disincentive toward pursuing PRD-G's. The Commission voted 5:0 to approve a motion by Mr. Howard; seconded by Mr. Flammia, that CPDC go on record as intending to present to Town Meeting an article to address matters of concern raised by the public with regard to PRD's. Member Michael Flammia left the quorum. APPEAL ON MALCOLM/COLLINS ANR PLAN 503 Main Street Town Counsel Ted Cohen presented the Court Judgment relative to this plan. CONTINUED PUBLIC HEARING - SUBDIVISION REGULATIONS Town Counsel Ted Cohen recommended continuing hearing at least once for further legal review and coordinating revisions; he also proposed considering impact fees and other charges. Bill Bergeron had several comments. 2.10. Elevation reference should GNUD datum, as Conservation Commission requires that as the datum; 3.16 pre-blasting survey radius should be 200 feet, not 500 feet, and from blasting site not all portions of the property; ask Fire Chief about radius based on property or blastsite and has any developer complained about old 500-ft. radius being too onerous; 3.6.4. review costs are open-ended; preliminary and definitive locus map and area property information requirements. The Commission resume detailed review at Section 6.2. Member Mr. Irwin left the quorum. The Commission voted 3:0 to approve a motion by Mr. Howard, seconded by Mr. Barnes, to continue the public hearing to 8PM on February 24; if Town Meeting is held that night, then to continue it to 8PM on March 10, 1997. F ADJOURNMENT At 10:29PM a motion was made and seconded to adjourn and the Commission voted unanimously to do so.
