COMMUNITY PLANNING AND DEVELOPMENT COMMISSION
MINUTES OF FEBRUARY 10, 1997
A meeting of the Community Planning and Development Commission of the Town of Reading
was held in the Selectmen's Meeting Room of the Town Hall, 16 Lowell Street in Reading,
Massachusetts on February 10, 1997. In attendance were Susan DeMatteo, Chair; and Member
Bryan Irwin. Also present were Town Planner Jonathan Edwards and Town Engineer Joseph
Delaney. The meeting was called to order at 7:45PM.
341-349 F][tANKLIN STREET- PRD-G Zoning Overlay Rezoning Request
Bill Bergeron presented a sketch PRD and Subdivision Plans. PRD Plan now shows 11 houses,
with porous lane and driveway pavement in either scenario, houses would cost $350,000. Mr.
Irwin stated that it is desirable to have trails accessible to the public. Mr. Peter DeGennaro would
like to have trails usable by the public if it is legal to do so. The following comments from
neighbors were received: concerns with drainage, need guarantee against flooding, proposal does
not look realistic, PRD's are not aesthetically desirable (much applause), does not want gates,
privately exclusive, land should not be developed, walk-ways would encourage burglaries, and
traffic impacts, school impacts.
At 8:40PM, Member Dick Howard joined the quorum.
MARION ROAD DEFINITIVE PLANS - continued Public Hearing
Ms. DeMatteo called to order. The Commission voted 3-0 to approve a motion by W. Irwin,
seconded.,by Mr. Howard, to continue the Public Hearing to 8PM on April 7, 1997.
SIGN BY-LAW REVISION ARTICLE
The Commission voted 3-0 to approve a motion by Mr. Irwin, seconded by Mr. Howard, to
request that the Board of Selectmen place the three articles as set forth in Jonathan Edwards'
memorandum of January 30, 1997, as revised in discussion.
PRD-G REVISION ARTICLE
The Commission voted 3-0 to approve a motion by Mr. Howard, seconded by Mr. Irwin, to
request that the Board of Selectmen place the PRD-G revision article on the Warrant, as revised
in discussion. The Public Hearing on Zoning Articles is scheduled for March 20, 1997 at 8PM.
The Commission requested that it be added to the February 24, 1997 agenda to discuss a
nomination of Facilitator Review Committee member.
OTHER BUSINESS
The Commission voted 3-0 to approve a motion by Mr. Howard, seconded by Mr. Irwin, to send
to ZBA, letter of February 5, re: Lot 12 Carriage Estates II, as presented by Mr. Edwards.
The Commission voted 3-0 to approve a motion by Mr. Irwin, seconded by Mr. Howard, to
endorse a Plan of Land for Collins at 1503 Main Street, dated 10/11/95, as ordered by the court.
APPROVAL OF PREVIOUS MINUTES
The minutes of the Commission's meeting of January 13 and January 27,1997 were accepted.

CORY LANE EXTENSION SUBDIVISION
The Commission voted 3-0 to approve a motion by Mr. Howard, seconded by Mr. Irwin, that
CPDC would be willing to enter into non-binding mediation relative to Cory Lane Extension on
the condition that the mediator be well qualified in land-use and conservation issues and that the
process conforms to open meeting law.
ADJOURNMENT
At 10:15PK a motion was made and seconded to adjourn and the Commission voted
unanimously to do so.
