HomeMy WebLinkAbout1997-02-24 Community Planning and Development Commission MinutesRt..~s TOWN OF READING COMMUNITY PLANNING AND DEVELOPMENT COMMISSION MINUTES OF FEBRUARY 24, 1997 A A meeting of the Community Planning and Development Commission of the Town of Reading was held in the Selectmen's Meeting Room of the Town Hall, 16 Lowell Street in Reading, Massachusetts on February 24, 1997. In attendance were Susan DeMatteo, Chair; Michael Flammia, Commission Secretary, and Member Bryan Irwin. Also present were Town Planner Jonathan Edwards, Town Engineer Joseph Delaney, and Town Counsel H. Theodore Cohen. The meeting was called to order at 8:05PM. ANR PLAN - Plan of Land on Pleasant Road, dated 2/11/97. Brad Latham, attorney, presented plans, and explained implications of property being in a Floodplain Zoning Overlay District. The Commission voted 3:0 to approve a motion by W. Irwin, seconded by W. Flammia, to approve the ANR Plan for Duval, dated 2/11/97 on Pleasant Road subject to the conditions contained in the Town Engineer's 2/24/97 order which shall be fulfilled to Town Engineer's satisfaction prior to the issuance of an Occupancy Permit. LEANING ELM FARM PLAN ENDORSEMENT The Commission voted 3:0 to approve a motion by Mr. Irwin, seconded by Mr. Flammia, to endorse plans for Leaning Elm Farm dated 11/5/96 as revised through 1/28/97. Member Jonathan Barnes and Member Richard Howard joined the quorum. CERTIFICATE OF PERFORMANCE FOR CARRIAGE LANE PROPERTY The Commission voted 5:0 to approve a motion by Mr. Irwin, seconded by Mr. Barnes, to release Lots A, B, and 1-17 on Carriage Lane in accordance with letter of request dated 2/13/97 from Attorney Mawn. SUBDIVISION REGULATIONS - Continued Public Hearing Discussion continued on the review from Section 6.2. of the Final Draft of the Subdivision Regulations. A revised draft will be done and Ted Cohen will provide new draft legal language for the 4/7/97 meeting. The Commission voted 5:0 to approve a motion by Mr. Howard, seconded by Mr. Flammia, to continue the Public Hearing to 8:05PM on 4/7/97. OTHER BUSINESS Mr. Irwin agreed to serve on the Downtown Facilitator Review Committee. ADJOURNMENT At 10:50PM a motion was made and seconded to adjourn and the Commission voted unanimously to do so.
