MINUTES OF JUNE 2, 1997
A meeting of the Community Planning and Development Commission of the Town of Reading
was held in the Selectmen's Meeting Room of the Town Hall, 16 Lowell Street in Reading,
Massachusetts on June 2, 1997. In attendance were Susan DeMatteo, Chair; and Members Bryan
Irwin and Richard Howard,. Also present were Town Planner Jonathan Edwardsand Town
Engineer Joseph Delaney. The meeting was called to order at 8:09PM.

A request was made by 0. Bradley Latham on behalf of the developer that CPDC communicate to
ZBA that the pre-existing structure is not subject to the PRD 60-foot perimeter setback
requirement. The Commission voted 3:0 to approve a motion by Mr. Howard, seconded by Mr.
Irwin, that Mr. Edwards should write ZBA on behalf of CPDC to this effect.
RE-OPENED PUBLIC HEARING - Carriage Estates II Definitive Subdivision Plans
Mark Favaloro, attorney for applicant, related background to request to reconsider approval
restriction regarding Lot 12 and to lower the roadway profile of Cory Lane within this
subdivision. An agreement has been reached with the owner of abutting land to convey
additional land to front and east of Lot 12. Four abutters expressed support so that the
neighborhood can be finished and cleaned up.
The Commission voted 3:0 to approve a motion by Mr. Howard, seconded by Mr. Irwin, to
modify a decision concerning Carriage Estates Phase II Definitive Subdivision Plans, dated
November 4, 1991 as follows:
1. Eliminate Condition 15.
2. Alter profile of Cory Lane within this subdivision so as to be consistent with that
shown on Definitive Plans submitted for Cory Lane Estates Subdivision, dated August 10, 1995.
This decision is subject to a "Draft Agreement" as fully executed, dated May 8, 1997 between
Dividence Corp., OIA Corp., and Lucio Perrina. This modification shall not be construed as
prejudicing any future decision by CPDC regarding any subdivision or PRD plans presented
relative to land shown in said August 10, 1995 plans.
PUBLIC HEARING - Site Plan Review, Atlantic Food Mart, 30-32 Haven Street
0. Bradley Latham, attorney, David Eddy, architect, and Arnold Rubin, owner and applicant,
presented plans. 0. Bradley Latham presented letters of support from the Chamber of Commerce
and Downtown Steering Committee. Mr. Edwards and Mr. Delaney presented staff comments.
0. Bradley Latham responded to them. Abutters were concerned with lighting and shielding,
traffic congestion and confusion, and employee parking. Mr. Irwin raised serious concerns about
visual appearance and pedestrian-orientation which facade redesign could provide.

The Commission voted 3:0 to approve a motion by Mr. Howard, seconded by Mr. Irwin, to
approve, subject to conditions set forth in notice to Town Clerk dated June 4, 1997.
ADJOURNMENT
At 10:55PM a motion was made and seconded to adjourn and the Commission voted unanimously
to do so.
