COMMUNITY PLANNING AND DEVELOPMENT COMMISSION v
MINUTES OF OCTOBER 6, 1997
A meeting of the Community Planning and Development Commission of the Town of Reading
was held in the Selectmen's Meeting Room of the Town Hall, 16 Lowell Street in Reading,
Massachusetts on October 6, 1997. In attendance were Michael Flammia, Chair, Secretary
Richard Schubert, and Members Susan DeMatteo and Richard Howard. Also present were Town
Planner Jonathan Edwards and Town Engineer Joseph Delaney. The meeting was called to order
at 7:32PM
CONTINUED PUBLIC HEARING - Subdivision Regulations
Chairman Flammia called a Public Hearing to order to consider proposed new Subdivision
Regulations. CPDC reviewed a few proposed new revisions: language regarding bonding, and
revisions to forms. The Commission voted 4:0 to approve a motion by Mr. Howard, seconded by
Mr. Schubert, to close the Public Hearing. The Commission voted 4:0 to approve a motion by
Mr. Howard, seconded by Mr. Schubert, for CPDC to adopt the new Subdivision Regulations as
revised through the close of this Public Hearing.
MINUTES
The minutes of the meeting of August 29, 1997 were accepted.
CONTINUED PUBLIC HEARING: Definitive Subdivision Plans - Sunset Rock Lane
CPDC reviewed staff and citizen comments, and reviewed the developer's waiver requests. The
Commission voted 3:1 (Mr. Schubert dissenting) to approve a motion by Mr. Howard, seconded
by Ms. DeMatteo, that the sense of the CPDC would be to grant a waiver regarding street length
only to the minimum extent necessary, if any, to provide access to the Town Forest of 20 feet in
width; not to grant a waiver on the width of the roadway; to grant waiver to allow a sidewalk
only on one side, to grant the intersection offset distance waiver, and to grant a waiver from
stormwater drainage requirements of the current subdivision regulations.
The Commission voted 4:0 to approve a motion by Mr. Howard, seconded by Mr. Schubert, to
continue the Public Hearing to 9:30PM on November 3, 1997.
PUBLIC HEARING - Zoning and Other Warrant Articles for Fall Town Meeting
Article 14 Earth Fill:
The Commission agreed to add to a motion under this article the word "detrimental" relative to
"other organic material". The Commission voted 4:0 to approve a motion by Mr. Howard,
seconded by Ms. DeMatteo, to recommend the passage of Article 14, as amended, to Town
Meeting.
Article 15 Swimming Pool:
The Commission agreed to add the words "at least" between the words "perimeter of and "the
area" in part d, and to strike the words "and any appurtenant deck or patio" in the same part. The
recommend Article 15, as amended, to Town Meeting.
Article 16 Lot Shape:
The Commission voted 4:0 to approve a motion by Mr. Howard, seconded by Ms. DeMatteo, to
recommend Article 16 to Town Meeting.
Article 17 Overlay District:
The Commission voted 4:0 to approve a motion by Mr. Howard, seconded by Mr. Schubert, to
recommend Article 17 to Town Meeting.
Article 8 Walnut Street Scenic Road Designation:
The Commission voted 4:0 to approve a motion by Mr. Schubert, seconded by Ms. DeMatteo, to
recommend Article 8 for acceptance by Town Meeting.
The Commission voted 4:0 to approve a motion by Mr. Howard, seconded by Ms. DeMatteo, to
close the Public Hearing.
Discussion on Site Plan Applicability for Reconstruction of 601-607 Main Street
CPDC discussed with Phil Vaccaro, owner, has plans for the reconstruction of the northern
portion of this building. The Commission voted 4:0 to approve a motion by Mr. Howard,
seconded by Ms. DeMatteo, that the project be subject to a Site Plan waiver review.
ADJOURNMENT
At 9:48PM a motion was made and seconded to adjourn and the Commission voted unanimously
to do so.
