HomeMy WebLinkAbout1997-11-03 Community Planning and Development Commission Minutesmix°E4P R 1- T , TOWN OF READING COMMUNITY PLANNING AND DEVELOPMENT COMv11SSI6N- MINUTES OF NOVEMBER 3, 1997 A meeting of the Community Planning and Development Commission of the Town of Reading was held in the Selectmen's Meeting Room of the Town Hall, 16 Lowell Street in Reading, Massachusetts on November 3, 1997. In attendance were Michael Flammia, Chair; Secretary Richard Schubert, and Members Jonathan Barnes and Richard Howard. Also present were Town Planner Jonathan Edwards and Town Engineer Joseph Delaney. The meeting was called to order at 7:3 6PM. MINUTES The minutes of the meeting of October 20, 1997 were accepted as amended. PUBLIC INPUT Ed and Marilyn Mahoney discussed schematic plans for a PRD-G development, 2 houses, at the end of Harold Avenue. ANR PLAN The Commission voted 4:0 to approve a motion by Mr Howard, seconded by Mr. Barnes, to endorse a Plan of Land at Main Street and Tarpin Terrace, dated October 10, 1997. DISCUSSION Discussion took place with Eastern Middlesex Board of Realtors about proposed new offices at Main and South Streets and Jacob Way. Sharon Kelly-Parella and Chris Coleman represented the EMBR. Various issues and concerns were raised that will be subject to Site Plan Review. DISCUSSION ABOUT ZONING WARRANT ARTICLE MOTIONS The Commission voted 4:0 to approve a motion by Mr. Howard, seconded by Mr. Barnes, to adopt motions as amended for Articles 14 through 17. CPDC agreed on the following assignments: Presenters: 14 - J. Barnes J. Barnes will make motions. 15 - M. Flammia J. Edwards will give CPDC reports. 16 - R. Howard 17 - R. Schubert PUBLIC HEARING: Preliminary Subdivision Plans - Pleasant Road Extension Mr. 0. Bradley Latham, attorney, and John Ogren, engineer, presented plans. Mr. Edwards and Mr. Delaney presented staff comments. Public concerns: parking for abutters and closeness of road to abutting house, conserving of wetlands and wildlife, traffic impacts, and drainage. The Commission voted 4:0 to approve a motion by Mr. Howard, seconded by Mr. Schubert, to continue the Public Hearing to S:OOPM on January 6, 1998. I,/ CONTINUED PUBLIC HEARING: Definitive Subdivision Plans - Sunset Rock Lane Mr. Bill Bergeron presented revised plans, showing reduced street length to 960 feet. Revised details and profiles have not yet been submitted. CPDC concerns: capability of Joseph Way sewage pumping station (Mr. Delaney feels that this station may need to be upgraded), compliance with lot frontage and Rule 22 Standards, and small access parcel to Town Forest should be deeded to the Town and become part of the Town Forest land. Public concerns: capacity of pumping station, drainage onto abutting streets, and stone walls should be preserved. CPDC expressed that it is not convinced that roadway length is as short as practicable within the 900-foot limit. The Commission voted 4:0 to approve a motion by Mr. Howard, seconded by Mr. Barnes, to continue the Public Hearing to 8PM on December 22, 1997 and instruct the Town Engineer to review pump station calculations and to determine the shortest length of the cul-de-sac. OTHER BUSINESS The Commission agreed that Mr. Schubert would be the CPDC representative on Longwood Farm Task Force.
