HomeMy WebLinkAbout1998-02-09 Community Planning and Development Commission MinutesQ TOWN OF READING COMMUNITY PLANNING AND DEVELOPMENT COMMISSION ~.MINUTES OF FEBRUARY 9, 1998 A meeting of the Community Planning and Development Commission of the Town of Reading was held in the Selectmen's Meeting Room of the Town Hall, 16 Lowell Street in Reading, Massachusetts on February 9, 1998. In attendance were Secretary Richard Schubert as Chair, and Members Susan DeMatteo and Richard Howard. Also present were Town Planner Jonathan Edwards and Town Engineer Joseph Delaney. The meeting was called to order at 7:32PM, ANR PLANS: The Commission voted 3:0 to approve a motion by Mr. Howard, seconded by Ms. DeMatteo, to endorse a Plan of Land on Harold Avenue dated February 3, 1998. The Commission voted 3:0 to approve a motion by Mr. Howard, seconded by Ms. DeMatteo, to endorse a Plan of Land at 393 Summer Avenue for KM Realty Trust dated February 6, 1998. STRAWBERRY HILL LANE SUBDIVISION BOND AND COMPLIANCE ISSUES: Mark Favaloro, attorney, requested an extension for completion to June 1, 1998 and answered Mr. Edwards' concerns about compliance issues. Mr. Edwards summarized issues to CPDC and Mr. Delaney presented a recommendation as to a possible bond reduction. Several abutters raised allegations of improper grading and filling, even on abutting properties. The Commission voted 3:0 to approve a motion by Mr. Howard, seconded by Ms. DeMatteo, to reduce the bond amount from $97,000.00 to $20,000.00 per the Town Engineer's memo of February 9, 1998 with an amount to be held for miscellaneous site work be increased to $9,400.00. Larry Beaulieu objected, claiming that CPDC has an improper quorum. The Commission voted 3:0 on a motion by Mr. Howard, seconded by Ms. DeMatteo, to extend the completion date to June 1, 1998 and to request that the Board place on the Annual Town Meeting warrant an article to appropriate bond funds. SALEM STREET HYDROLOGICAL STUDY (map 91, lot 1) Attorney Steven Cicatelli presented a request for CPDC to advise ZBA as to whether this property is subject to flooding and unfit for human occupation. Richard Murphy, hydrologist, presented the hydrological analysis, and found the highest level of flooding to be at an elevation of 190.75 feet per the Reading datum. The Commission voted 3:0 to approve a motion by Mr. Howard, seconded by Ms. DeMatteo, that CPDC take up this matter again on March 5, 1998 at 7:45PM. BEAR HILL REOUEST FOR ALTERATION OF SPECIAL PERMIT CONDITIONS 0. Bradley Latham presented a request for modifying several mitigation and justification measures, specifically eliminating the left hand turn lane on South Street at Main Street and to eliminate the alternative transportation plan. Additionally, CPDC determined that the draft of the escrow agreement is acceptable in concept, provided that Town Counsel and Town Planner agree on the language. The Commission voted 3:0 to approve a motion by Mr. Howard, seconded by Ms. DeMatteo, that CPDC finds the proposed changes to be a major amendment to the Special Permit and that a Public Hearing be held at 8:15PM on March 5, 1998 to consider these. Mr. Edwards will ask Town Manager Peter Hechenbleikner to attend MILL STREET SCENIC ROAD PETITION: Kim Honetschlager presented a petition that CPDC request that an article be placed on the Anpual Town Meeting Warrant to designate Mill Street as a Scenic Road. The Commission voted 3:0 to approve a motion by Mr. Howard, seconded by Ms. DeMatteo, to request that the Board of Selectmen place an Article on the Warrant for the Annual Town Meeting to designate Mill Street as a Scenic Road, and that CPDC hold a site walk prior to the public hearing. DISCUSSION WITH DEVELOPER OF THE MARION ROAD SUBDIVISION: Attorney Mark Roberts, representing the developer, notified CPDC that an appeal will be filed but hoped that the issues could be addressed through a potential settlement of litigation. Mr. Howard expressed gratitude to Mr. Roberts for appearing. HISTORIC PRESERVATION ZONING ARTICLES: David O'Sullivan of the Historical Commission, Bill Griset, and O. B. Latham proposed that CPDC review drafts of prospective zoning amendments to create a Historic Preservation Overlay Zoning District and Special Permit process and to request that articles to this effect be placed on the Town Meeting warrant. The Commission voted 3:0 to approve a motion by Mr. Howard, seconded by Ms. DeMatteo, to request that these two articles be placed on the Warrant for an upcoming Town Meeting. It was agreed that the March 9, 1998 meeting will instead meet on Thursday, March 5, 1998. ADJOURNNJENT At 10:51PM a motion was made and seconded to adjourn and the Commission voted unanimously to do so.
