HomeMy WebLinkAbout1998-03-23 Community Planning and Development Commission MinutesTOWN OF READING Ld s NITY PLANNING AND DEVELOPMENT COMMISSION MINUTES OF MARCH 23, 1998 A meeting of the Community Planning and Development Commission of the Town of Reading was held in the Selectmen's Meeting Room of the Town Hall, 16 Lowell Street in Reading, Massachusetts on March 23, 1998. In attendance were Michael hunniia, Chair, Secretary Richard Schubert, and Members Jonathan Barnes and Richard Howard. Also present were Town Planner Jonathan Edwards and Town Engineer Joseph Delaney. The meeting was called to order at 7:34PM. ANR PLANS The Commission voted 4:0 to approve a motion of Mr. Howard, seconded by Mr. Schubert, to endorse a Plan of Land of Robert and Constance Hulse on Franklin Street portion of Lot 4, Map 206, dated February 6, 1997. The Commission voted 4:0 to approve a motion by Mr. Howard, seconded by Mr. Barnes, to endorse a Plan of Land of Map Family Trust as Revised March 12, 1998. APPROVAL OF MINUTES OF PREVIOUS MEETING The Commission voted 4:0 to approve a motion by Mr. Howard, seconded by Mr. Barnes, to amend and approve the minutes of its meeting of March 5, 1998. TOWN MEETING MOTIONS AND PRESENTATION: The Commission agreed that Mr. Schubert will present Mill Street Scenic Road, Article 19 and that Mr. Howard will present Strawberry Hill Appropriation, Article 10, and that Mr. Barnes will make the motions under those Articles. PUBLIC HEARING - FINAL PRD-G PLANS - HAROLD AVENUE Mr. Ed Mahoney, owner, presented plans, along with engineers Jack Szemplinsld and Andy Bramhall. Mr. Edwards and Mr. Delaney presented staff comments. Applicant and engineers responded. The Commission voted 4:0 to approve a motion by Mr. Howard, seconded by Mr. Barnes, to continue the Public Hearing to 9:OOPM on May 18, 1998. PUBLIC HEARING - MILL STREET SCENIC ROAD DESIGNATION Mr. Edwards presented comments and background. Ms. Honetschlager presented the petition and reasons for it and for the requested designation. Public comments included: one neighbor worried that designation may preclude sewering the area, Historical Commission recommends designation, and public's safety is important and should not have to conflict with Scenic Road values. The Commission voted 4:0 to approve a motion by Mr. Howard, seconded by Mr. Schubert, to close the Public Hearing. The Commission voted 4:0 to approve a motion by Mr. Howard, seconded by Mr. Schubert, that CPDC recommend to Town Meeting that Mill Street be designated a Scenic Road. PUBLIC HEARING - SITE PLAN REVIEW, 60-72 MAIN STREET, EASTERN MIDDLESEX, BOARD OF REALTORS Chris Coleman, attorney, presented plans, along with Paul Finocchio, engineer. Mr. Edwards and Mr. Delaney presented staff comments. The Commission voted 4:0 to approve a motion by Mr. Howard, seconded by Mr. Schubert, to close the Public Hearing. The Commission voted 4:0 to approve a motion by Mr. Howard, seconded by Mr. Schubert, to approve the site plan according to conditions as specified in a memo to Town Clerk, dated March 24, 1998. OTHER BUSINESS The Commission voted 4:0 to approve a motion by Mr. Howard, seconded by Mr. Bames, to recommend Article 10 to Town Meeting. ADJOURNMENT At 10:34PM a motion was made and seconded to adjourn and the Commission voted unanimously to do so.
