HomeMy WebLinkAbout1998-07-13 Community Planning and Development Commission MinutesTOWN OF READING COMMUNITY PLANNING AND DEVELOPMENT COMMISSION - MINUTES OF JULY 13,1998 • A meeting of the Community Planning and Development Commission of the Town of Reading was held in the Selectmen's Meeting Room of the Town Hall, 16 Lowell Street in Reading, Massachusetts on July 13, 1998. In attendance were Michael Flammia, Chair, Secretary Richard Schubert, and Member Richard Howard. Also present were Town Planner Jonathan Edwards and Town Engineer Joseph Delaney. The meeting was called to order at 7:35PM. APPROVAL OF NIINUTES OF PREVIOUS MEETING T"ho Commission voted to accept the minutes of its meeung of June 29, 19! M& ANR PLANS Town Manager Peter Hechenbleilmer presented a Plan of Land on Lucy Drive, dated June 1, 1998. No action taken. The Commission voted 3:0 to approve a motion of Mr. Howard, seconded by Mr. Schubert, to endorse Plan of Land of Mattucci, on Fairchild Drive, next to 199 Van Norden Road, dated December 8, 1997, revised June 26, 1998. _ - Members Jonathan Barnes-and Susan DeMatteo joined the quonun. PUBLIC HEARING: BEAR HILL DRAINAGE ISSUES Attorney Brad Latham and Mr. Delaney presented a report dated July 13, 1998 written by Mr. Delaney, analyzing the problem and proposing methods of solution. Mr. Delaney explained three conceptual solutions. The Commission voted 5:0 to approve a motion by Mr. Howard, seconded by Ms. DeMatteo, to release an additional $70,000. to developer from the escrow funds and to hold $30,000 for drainage resolution and completion of greenway. The Commission voted 5:0 to approve a motion by Mr. Howard, seconded by Ms. DeMatteo, to continue the Public Hearing on Summit Village escrow issues to 7:45PM on August 10, 1998. CONTINUED PUBLIC HEARING: ADULT USE ZONING BY-LAW REVISIONS: Town. Counsel Ted Cohen suggests including. both Industrial "Districts" for the sake of regulatory uniformity. The Commission voted 5:0 to approve a motion by Mr. Howard, seconded by Ms. DeMatteo, to close the Public Hearing. The Commission voted 5:0 to approve a motion by Mr. Howard, seconded by Mr. Schubert, to recommend that the revised article to the Board of Selectmen be placed on the Warrant for the next available Town Meeting. Zoning Board of Appeals Member John Coote spoke with CPDC about some prospective zoning amendments, which may be needed to clarify several issues. CPDC asked Town Counsel Ted Cohen and Mr. Edwards to work together on proposed amendment articles on these matters. PUBLIC HEARING: YMCA Attorney Brad Latham presented an overview of the proposal. Mr. Bill Jennings presented plans.' The Commission voted 5:0 to approve a motion by Mr. Howard, seconded by Ms. DeMatteo, to close the Public Hearing. The Commission voted 5:0 to approve a motion by Mr. Howard, seconded by Mr. Barnes, to recommend for approval according to notification to ZBA and Town Cleric dated July 15, 1998. 4.y Jlr, ELECTION The Commission voted 5:0 to approve a motion by Mr. Howard, seconded by Ms. DeMatteo, to nominate Mr. Schubert as Chair. The Commission voted 5:0 to approve a motion by Mr. Howard, seconded by Ms. DeMatteo, to close the nominations. The Commission voted 5:0 to approve a motion by Mr. Howard, seconded by Ms. DeMatteo, to nominate Mr. Barnes as Secretary. The Commission voted 5:0 to approve a motion by Mr. Howard, seconded by Ms. DeMatteo, to close the nominations.
