A meeting of the Community Planning and Development Commission of the Town of Reading was held in the Selectmen's Meeting Room in Town Hall, 16 Lowell Street in Reading, Massachusetts on November 23, 1998. In attendance were Michael Flammia, Richard Howard and Chairman Richard Schubert Also present were Town Engineer Joe Delaney and Clerk to the Commission Joe Connelly. The meeting was called to order at 7:35 PM. ANR — 443 GROVE STREET The Commission reviewed the ANR plan with Mr. Delaney and the applicant. Mr. Delaney stated that the lot contained a "Right to Gravel" for the Town of Reading. Mr. Delaney commented that he believed there to be no problem subdividing the lot. Mr. Delaney stated that there may be a problem with issuing a building permit. The Commission continued to discuss the ANR. Mr. Howard made the following motion, seconded by Mr. Flammia, and approved 3-0. Move that CPDC endorse the ANR for a Plan of Land in Reading on 443 Grove Street as shown in plans dated November 20, 1998 with the condition that Lot B may not be buildable because of the Town of Reading "Right to Gravel". Commission member Jonathan Barnes entered the meeting at 7:45 PM. MINUTES Mr. Howard motioned to approve the minutes of the November 10, 1998 meeting, seconded by Mr. Flammia, motion approved 4-0. Mr. Howard motioned to approve the minutes of the November 16, 1998 meeting, seconded by Mr. Flammia, motion approved 4-0. The Commission briefly discussed the YMCA site plan changes. PRD -G REQUEST FOR PUBLIC HEARING — 116 VAN NORDEN ROAD Mr. Schubert opened the Public Hearing. Mr. Schubert introduced the Commission members to the Public. Mr. Soper of Design Consultants introduced himself and his client Mr. Boni. Mr. Soper stated his understanding of the purpose of the Public Hearing. Mr. Soper reviewed the property lines, schematic for a subdivision, current zoning requirements, and the schematic for a PRD -G. Mr. Delaney reviewed his memo of November 20, 1998 regarding his comments to the proposed PRD -G. Mr. Delaney summarized the current by-law, zoning compliance, and subdivision regulation compliance. Mr. Delaney stated that the developer has not met the burden of proving that the proposed lots can be built without significant waivers from the subdivision regulations. Mr. Soper stated that the Conservation Commission has seen the existing plans and has approved the wetland lines. Mr. Delaney commented that there was not enough upland on Lot B and Lot C. Mr. Delaney and Mr. Soper discussed "Rule 22" and how it was calculated. Mr. Soper asked if CPDC would recommend the PRD -G for the Spring Town Meeting. Mr. Howard stated that the applicant has not demonstrated compliance and that he could not support recommendation to the Board of Selectmen. Mr. Soper and Mr. Delaney reviewed the comments in Mr. Delaney's memo. Mr. Soper and the Commission discussed the waiver process. Mr. Howard commented that he was opposed to granting waivers in this case because of the precedent that would be set. Mr. Barnes reviewed his reasons why he would not support the granting of a waiver. Mr. Soper discussed the problem with the 500' road requirement for a subdivision. The Commission and Mr. Soper discussed this point. Mr. Barnes commented that the property may not be developable. Mr. Soper requested a continuation of the Public Hearing. Mr. Howard motioned to continue the Public Hearing on this matter to 8 PM on December 21, 1998, motion seconded by Mr. Barnes, motion approved 4-0. The Commission took a short break. YMCA SITE PLAN CHANGES E Attorney Brad Latham reviewed the changes with the Commission. Mr, Latham stated his request for ` CPDC to indicate to the ZBA that the changes are minor. Mr. Barnes and Mr. Latham discussed significant verses non-significant changes. Mr. Barnes and Mr. Latham discussed the Public Hearing process. Mr. Howard made the following motion, seconded by Mr. Flammia and approved 4-0. Move that CPDC instruct the Clerk to the Commission to indicate to the Zoning Board of Appeals OW the Community Planning and Development Commission has reviewed the modifications to the YMCA Site Plan as slated in the memo of November 11, 1998 and as shown in the plans dated March 20, 1998 and Revised November 09, 1998 and consider the changes not to be significant from the Site Plan previously reviewed. The Community Planning and Development Commission recommend that the Zoning Board of Appeals modify its Spectral Permit MISCELLANEOUS The Commission discussed the Dividence Road School site. Mr. Schubert discussed whether or not CPDC should be involved in the process. Mr. Delaney discussed the connecting of Roma Lane, Fox Run lane, and Divide= Road to assist with the volume of traffic a new school would produce. The Commission discussed the access to Sanborn lane. Mr. Schubert commented that CPDC should voice their concerns at the December 07, 1998 Special Town Meeting. The Commission discussed this issue. Mr. Howard made the following motion, seconded by Mr. Flm mia, motion approved 4-0. Move that CPDC request that the Town Manager engage McDonagh and Scufiy and a Planning Consultant to study the traffic and road layout for the proposed school site at Dividence Field for CPDC presentation at the Special Town Meeting of December 07, 1998 or the Annual Spring Town Meeting. ADJOURNMENT At 9:45 PM a motion was made by Mr. Flammia and seconded by Mr. Howard to adjourn and the Commission voted unaninm idy to do so.
