PUBLIC COMMENT Melendy Drive modifications were discussed with the engineer to determine if a public hearing was necessary to adequately review the amendments to the drawings. A consensus was reached by the Commission to consider the modification as a public hearing. STAFF BRIEFING AK discussed the Corporex project-permitting schedule with the Commission. DANVERS SAVINGS BANK Nancy McCann, attorney for the applicant, introduced the team of representatives for Danvers Savings Bank. She also presented the project as applied for, as well as the work of the Development Review Team and meetings with staff, in particular the Town Manager and the Town Planner. She explained the original proposal as applied for and compared it to an optional proposal for a larger structure, the elimination of one of two proposed curb cuts onto Hamden Street to lose an overall 3 public parking spaces. currently; however explained the concerns of the Chamber of Commerce as expressed in a filed letter. The Commission discussed issues related to parking including the number of employees, and elevating the building to provide parking underneath. The finish floor elevation was also discussed as a site design issue, as was landscaping and the abutting property edges. Stacking needs, hours of operation, dumpster needs, signage, sidewalks, and lighting were discussed as well. Sally Hoyt, Chair of the Selectmen spoke favorably regarding the project with the Commission. The comments from the Chamber of Commerce were discussed. The Chair opened the floor to public response. Residential neighbors expressed concern of the construction period and this project's disruption to the neighborhood along with the construction of the Police Station on Union Street. The Commission expressed general positive comments of the overall re- development of the site but expressed concern with the loss of municipal parking spaces. RHmoved to continue the public hearing to address the discussed items and concerns to September 13,1999 Motion seconded by NS. All m fa vor. The Commission and staff discussed the need for a super-majority vote for site plan review since it is treated as a special permit in the by-law. Absent members and voting was also discussed. Staff will work with Town Counsel. AK presented information on mansionization to the Commission. The Commission responded with comments and concerns related to additions, philosophical property rights issues, full vs. partial demolitions, visual impacts/ disruption of scale in a neighborhood, and housing stock options. The Commission requested staff to prepare for a Selectmen presentation in September.
