Joseph Delaney, Town Engineer (JD); Anne Krie& Town Planner (AK) The Chair called the meeting to order at 7.35 PM. The following minutes were approved by Commission members with amendments: July 26, 1999 August 8, 1999 August 30, 1999 STAFF BRIEFING AK discussed the following items with the Commission: • Annual Town Meeting warrant articles pertinent to the Commission • Planning for Growth Grant • Work of the in-house staff GIS Committee The following requests were made from staff. ♦ Prepare a warrant article regarding the transfer/ taking of land at Spence Farm from the Marriott Corporation. ♦ Prepare Dick Howard as the CPDC liaison for the Planning for Growth Grant effort ♦ Prepare, involve, and inform Rick Schubert on the work of the GIS Committee C:\My Documents\CPDC\Agenda-Minutes\1.10.00 minutes.doc Last printed 02/02/001037 AM Crested by Anne Krieg Created on 01/20/0011:12 AM TOWN OF READING COMMUNITY PLANNING AND DEVELOPMENT COMMISSION Minutes for Meeting dated January 10, 2000 BOARD OF REALTORS - FINAL INSPECTION FOR OCCUPANCY After discussion by the Commission with Chris Coleman, Esq. for the applicant, RHmade the following motion. We, the CPDC, as requested by Chris Coleman, Esq. representing the interests of Eastern Middlesex Board of Realtors, under the provisions ofSeciion 4.3.3 of the Zoning By-Laws of the Town of Reading, to consider the construction completion of the previously approved site plan developmentforproperty addressed at 78-82 Main Street (Assessors Map 5, Lot 14), as approved and conditioned upon by this Commission on March 24,1998; do hereby vote to consider the said site plan development as completed and in compliance with the intent and/or tenets of the stated previous decision, with exception to the planting of evergreens along the roadway which will be secured to be completed by a bond in the amount of $1,500.00 to be approved to form and filed with the Town Planner. Final placement of evergreens shall be approved by the Town Planner prior to the request for release of this bond by the CPDC. Motion seconded by MF. All in fa vor. HAROLD AVENUE - COMPLIANCE WITH SPECIAL PERMIT CONDITIONS AK and JD explained the right of an applicant, under the Planned Residential Development Special Permit process, to hold the utilities under private ownership as long as the road is noted as private. RHmade the follo wing motion: We, the CPDC, as requested by Brad Latham, Esq., under the provisions of Section 4.10.3.3.15 of the Zoning By-Laws of the Town of Reading, to consider the construction completion of the previously approved Planned Residential Development forproperty addressed at 19Harold Avenue, as approved and conditioned upon by this Commission on May 19,1998; do hereby vote. to consider the said development as completed and in compliance with the intent and/or tenets of the stated previous decision. R5 seconded, all in favor. SUNSET ROCK - REDUCTION BOND schedule of construction sequencing prior to consideration of a bond reduction. The Commission requested communication to be sent reminding the applicant of this responsibility. ST. ATHANASIUS OCCUPANCY INSPECTION AK discussed the construction sequence, occupancy, and landscaping issues of this site plan with the Commission. Motion seconded by RS. Motion Gamed. [Tote taken was three in fa vor and one - abstention (MF, due to personal connection with applicant). BALDWIN LANE - DEFINITIVE SUBDIVISION - CONTINUATION OF A PUBLIC HEARING Brad Latham submitted a new plan to the Commission that, in their opinion conforms to all regulation of the Subdivision Rules and Regulations. He indicated the applicant's attempts to reconcile the needs of the abutters and the Commission has been complete. He also offered the optional scenario of having the extension become a newly created street, called Hardy Lane. Bill Bergeron of Hayes Engineering reviewed the work up to the date of the meeting. He requested the Commissions consideration of reducing the standard of size of a cul-de-sac for this submission. He also requested the extension to be considered a private way. MF read a letter as filed with the CPDC in the application file from the residents of 16 Baldwin Lane. The Commission clarified the points of the letter with the author. The Commission also requested response to the stormwater management system of a dry well underground storage system. January 10, 2OW Rob Kraft of 20 Baldwin Lane asked for input on the non-conformity of his property with respect to this application. There was lengthy discussion on the application of the Lucy Drive zoning amendment, the implications of the conveyance of Lot B as shown on the plan, and the outcome of no conveyance of a re-aligned right of way. RS looked for consensus of the Commission to require the removal of the existing cul-de-sac, its reconstruction to extend into the applicant' s parcel to terminate in a new cul-de-sac. NS and RH agreed, MF indicated issues with this option. RHmoved to continue the public hearing to january 24, 2000 at 8.•00PM. RS seconded. All in favor. PUBLIC WORKSHOP - REDEVELOPMENT OF THE ADDISON- WESLEY SITE Pearson Education introduced themselves as the owner of the property and their plan to vacate the site within the next year. Ellen Watts, AIA, of Tsoi/Kobus presented site plans to the audience showing a build-out under current zoning (1.3 million SF of office), compared to other options with changes to zoning. She also presented a site analysis drawing which focused on: ■ Visibility ■ Access from Route 128 ■ Recognition of residential abutting properties both on South Street and Curtis Street ■ Exit 38 ramp changes, possible Route 28 re-alignment changes ■ Current site having 208,400 SF at 11 % lot coverage Other options incorporated 600,000 SF of office with 300 room hotel and alternatives for layout for that build-out, including the re-alignment of Jacob Way as it traverses through the property, and moving buildings close to the highway in a clustered fashion. Mark Favolaro, as local counsel to the property owner, pointed to the work of the 1991 Master Plan Committee - i.e. the document speaks to development and redevelopment of this parcel as a target economic development area. tenets of the existing zoning of the Business C District. Uses - office/hotel mixed use 2. density 3. height 4. buffering - i.e. visibility of higher structures; ballfield use 5. traffic - an Environmental Notification Form will be filed with MEPA this month will commence the public study of traffic impacts from this re- development; indication was made the build-out scenario was derived from traffic capacity analysis (link density to traffic); expected # of employees/ previous practice of staggering employees; one access point to the site; cut-through issues onto South Street current and in build-out Additionally 6. the sound relationship described by residents and the owner was a priority to maintain 7. educating the public on the MEPA process and all other regulations at next meeting 8. market conditions and any phasing of development Residents speaking to these issues included: ❑ 291 South Street resident ❑ 355 South Street ❑ Jim Doherty of Curtis Street ❑ Fred Doherty of Curtis Street ❑ Paul Murphy of 343 South Street ❑ Paul Jones of South Street ❑ Jerry McDonald, Precinct 3 Town Meeting member Russell Dean, Assistant Town Manager updated the audience and Commission on the status and projected timeline of the landfill closure/re-development project. NS continued the proceeding of the workshop to January 24, 2000 at 8:30 PM. The Commission recessed for ten minutes. Page 5 of 7 TOWN OF READING COMMUNITY PLANNING AND DEVELOPMENT COMMISSION Minutes for Meeting dated.• January 1Q 2007 PUBLIC WORKSHOP - RE-DEVELOPMENT OF 15-17 PIERCE STREET Brad Latham, Esq. presented plans to the Commission outlining a twenty unit residential development with a small consulting office. Extensive discussion ensued as to the proper zoning relief required for this project. Staff would review the necessary filing for the Zoning Board of Appeals. Issues from residents in attendance included: 1. Adequate lighting shedding on properties 2. Sidewalk placement on Pierce Street 3. Fagade changes to the existing structure extensive density change 4. character and aesthetic issues 5. size of adequate parking for 40 cars 6. location of entrance driveway into site conflicting with existing driveways 7. provision for affordable housing as a priority for the Town as policy 8. existing roadway width adequacy for redevelopment 9. Pierce Street's current use as a cut-through street 10. Historic significance of structure Residents who spoke on these aforementioned issues included: ❖ Virginia Adams, Historic Commission ❖ Judith and David Gillette of 26 Pierce Street ❖ Tom Hubbard of 24 Pierce Street ❖ Kevin Keating of 35 Pierce Street ❖ Margaret Pratt of 20 Pierce Street ❖ John Coote of the Zoning Board of Appeals The Commission considered sending their comments and concerns as discussed above to the Board of Appeals at the time of filing for this redevelopment.
