Jonathan Barnes, Chairman (JB), Neil Sullivan, Secretary (NS); Richard Schubert (RS); Michael Flammia (MF), Richard Howard (RH) Also Present.- Peter Hechenbleikner (PH); Joseph Delaney, Town Engineer (JD); Anne Krieg, Town Planner (AK) The Chair called the meeting to order at745PM MILL STREET SCENIC WAY CONTINUATION OF A PUBLIC HEARING RH discussed issues with work within the easement. JD noted regulations that the work within the easement is not applicable, and reviewed plan showing trees. John Castigan - 75 Mill Street read letter into the record as filed in the Community Development office. RH questioned the current health of the tree in question, located at the entrance to open space area. JD discussed the long term plan - trails/access would be constructed later. The resident at 76 Mill Street discussed traffic and safety issues on Mill Street and difficulties of current truck usage The resident at 51 Mill Street agreed with the goals of the plan but agreed with expressed traffic issues Bernie Pierce - 66 Mill Street expressed a need for a more safe access Commission asked staff to have Tree Warden check tree in question. Motion carried. RHmade a motion at 8.25PM to go into executive session for the purpose of discussing pending litigation on the Foster Circle Definitive Subdivision. Motion seconded by RS. A roll call vote was taken unanimously accepting the motion. PUBLIC WORKSHOP: RE-DEVELOPMENT OF ADDISON-WESLEY SITE/ Working Session on Zoning AK presented the draft zoning for discussion. RH made some minor editions, questioned what buildings would then be nonconforming, and led discussion on traffic and density issues. RS questioned how the public way fits into the zoning. Ellen Watts of Tsoi/Kobus reviewed the site analysis drawing, noting the existing buffer crowds center and the irregular residential buffer. She presented a drawing entitled Alternative 3. Parking and Loading needs of the site were also presented. Bob Fishman, Esq. for the landowner, reviewed the drawings as well. The intention of the property owner with the zoning amendments is to create certainty in market, confirm the zoning map boundary, and allow for structured parking. RS questioned whether District A would be too complicated for Town Meeting. Jim Doherty of Curtis Street had concerns on the following: 1. Reducing buffer zone setbacks 55' bldg @50' where 25' frpm 100' 2. 400' strip - 3 stories not 6 3. Lot coverage reduction Susan Blake 291 South Street questioned if recreational uses would remain with the re-development and with the District defining. RS announced the CPDC will review next draft of the zoning district at 9:00 PM on March 13th, 2000. Page 2 of 3 TOWN OF READING COMMUNITY PLANNING AND DEVELOPMENT COMMISSION Minutes forMeeting dated.- March 6, 2000 Discussion on Zoning Needs for the Re Development of Reading Landfill PH presented update to the_CPDC on landfill which included: 1. Students generation numbers 2. Financials 3. Traffic 4. Affordable 10% 5. Mitigation separate 6. Dickinson will also be looked at by staff RH noted the Dickinson plan starts/ continues the Town's commercial tax base. RS was concerned with the competition with the planned Lowe's in Woburn. PH noted traffic will be large issue with the Dickinson plan, except there will be peak difference Water usage was discussed, PH to look up difference between two proposals.. NEW ELEMENTARY SCHOOL The letter to the School Superintendent was discussed. The Commission further discussed the appropriateness of access through the site. No clear consensus drawn as to what direction to be given to the School Department. Motion to adjourn at 11:00PM, made by R1Y, seconded by NS. All in favor.
