Also Present, joseph Delaney, Town Engineer (JD); Anne Krieg, Town Planner (AK)
The Chary called the meeting to order at 745PM.
The Commission expressed concern on the delay in the staff preparation of the minutes.
The Commission expressed congratulations and gratitude to Dick Howard on his
receipt of the Citizen Award from the Boy Scouts.
Administrative Review ofFinal Draft.• Addison-Wesley Zoning/Changes to Business C
AK reviewed zoning document with Commission members.
RS discussed issues on building height
RH discussed how the amendment would be presented in the warrant for Town
Meeting. One article was the consensus after lengthy discussion.
Other issues discussed regarding the Business C Article included:
Height
Computer
Loading/Parking
NS discussed controls of nuisance prohibition
Loading and parking needs were presented by Bob Fishman, attorney for
Pearson/ Addison-Wesley.
RHmoved to recommend the language as reviewed and modified to the Board of
Selectmen to be placed in the Town Meeting warrant as one article.

Motion was seconded by RS
All in favor.
RS discussed the schedule for the MEPA filing and requested the opportunity to ask if
easement for recreation use benefits town and future user
JB expressed thanks to Pearson and the team of professionals, as well as to the
neighborhood too. He felt strongly the result will be a benefit to town

landfill site (2000 Special Town Meeting)
AK presented draft language to the Commission members. She was asked by the
Commission to notify the Housing Authority about this article.
JB discussed the Marriott negotiation difficulties of a layout of funds as opposed to the
provision of affordable units on-site.
RS discussed the setback requirements.
JB discussed the inclusion of residential as an allowed use.
Camille Anthony, Selectmen discussed with the Commission if it was planned for the
zoning to be as two separate articles. An informal discussion of the options ensued.
One option is to give town meeting a choice, or at least to present them separately.
RHmoved to forward a favorable recommendation to the Board of Selectmen for the
inclusion of changes to the Planned Unit Development as reviewed into the warrant for
the Spring 2000 Special Town Meeting.
Motion was seconded byNS. All in favor.

inclusion of changes to the Industrial Zoning District as reviewed into the warrant for
the Spring 2000 Special Town Meeting.

RHmoved to recommend to the Board of Selectmen for the amendments are placed on
the warrant in two separate articles. Motion seconded by NS.
The Commission discussed the motion further.
The vote did not carry at 1:3.
RSmoved to recommend to the Board of Selectmen for the landfill zoning amendment
to be presented as one article on the Special Town Meeting warrant.
Motion seconded by NS. All m favor.
Informal discussion on re-development of 15-17 Pierce Street
Brad Latham, representing the interests of the property owner, reviewed the ZBA
decision noting multi-family as more restrictive than the existing industrial use. He
showed a site plan using existing building to house 16 apartments. He also reviewed
the concept of 12 units of 55+ townhouse condominiums.
The Commission was generally favorable to the 55+ housing option as a re-
development of the site.
Brad Latham indicated his intention to file both to Town Meeting
23 George Street Comprehensive Permit Discussion/Review
The Commission formulated a letter of comments to the Zoning board of Appeals as
attached to these minutes and filed with the Board of Appeals.
Motion to adjourn at 9.•45PM, made by RS, seconded byRH. All in favor.

CPDC on September 21, 2000.
