CPDC MINUTES
Meeting Dated: June 26, 2000
Members Present: Jonathan Barnes, Chairman (JB); Neil Sullivan, Secretary (NS);
Richard Schubert (RS); Richard Howard (RH)
Also Present: Joseph Delaney, Tozon Engineer (JD); Anne Krieg, Tozim Planner (AK)
The Chair called the meeting to order at 7:35 PM.
RE-DEVELOPMENT OF ADDISON WESLEY - REVIEW OF THE
ENVIRONMENTAL IMPACT REPORT
AK Introduced the MEPA document for the Addison-Wesley re-development.
She noted any comments to the state were due July 7th.
Ellen Watts of Tsoi/Kobus Architects reviewed the plans for water, sewer,
drainage, and electricity.
David DeBaie of RD Vanasse and Associates reviewed the traffic mitigation
plans. Specifically, he reviewed a Table of Alternatives, outlined as follows:
A. Existing South Street
B. Re-Alignment of South Street
1. with signal control
2. without signal (their proposal)
C. Existing South Street: Stop control
D. South Street terminated both sides
He also outlined a Table of 10 Commitments by the new owner:
1. At occupancy will do traffic improvements
2. preliminary design for 28 and North in Stoneham will be completed
3. in response to issues, they will do Hopkins improvements
4. same for Summer Street
5. Emergency vehicle system will be installed
6. _bicycle_ detection will be installed
7. pedestrian crosswalks installed

8. Transportation Management Association will be formed at occupancy
9. MBTA Bus 132 extension - study completed before occupancy
10. Commuter rail station connections completed before occupancy
$ 1.6 million is estimated as necessary for the mitigation, not including property
takings.
RS discussed - how it will be managed to make sure all mitigation is completed
prior to project occupancy
David DeBaie intimated that there is 208,000 SF allowed on site without any
mitigation to be required. Any increase triggers the mitigation. The Hotel, for
example, then, could be allowed as a stand-alone without changes to traffic
mitigation.
AK questioned further as to Mass Highway's support for the completion of the
mitigation.
RS continued commenting on how the future possible mitigation for Hopkins
and Summer Streets will be managed. Will money be set aside? Will a Notice of
Project Change be necessary? These points were discussed at length.
Bill Scully of McDonough & Scully added comments on section 6 finding:
- town has not signed on to all points and should reserve the
right for further evaluation
- Environmental Impact Report generally addresses previous
comments
- mitigation is more defined
- monitoring programs are necessary - Transportation Demand
Management Plan
- What's the level we hit where the improvement needs to
happen, also with that if there is other that influence
- MBTA details - how do you hold constants for the study on
bus service?
The CPDC requested staff prepare a Town comment letter including the
comments as discussed herein.

JB moved to continue the public hearing to July 17th at 8:00 PM. Motion
seconded by RS. All in favor.
At 9:15 PM, JB moved to enter into executive session for the purpose of
discussing litigation related to Foster Circle Definitive Subdivision. Motion
seconded by RS. A roll call vote produced a unanimous vote.
Motion to leave executive session was made by RS at 10:00 PM, seconded by JB.
A roll call vote produced a unanimous vote.
Motion to adjourn made by RS, seconded by jB at 10:00 PM. All in favor.
These minutes were prepared by Anne Krieg, Town Planner, and submitted to the CPDC
on November 27, 2000.
