The Chair called the meeting to order at 7:55 PM.
SUNSET ROCK
JD reviewed memo received by the Commission dated 10/30/00
RFlmade the foRowingmotion:
We, the Reading CommunityPlanning and Development Commission, under
the authority of Massachusetts General Laws Chapter 41, Section 81U, having
been requested by Peter DeGennaro, to reduce the tripartite agreement
currently beingheld in the amount of $20,000.00, for the construction of ways,
frontage and utilities for the endorsed and recorded subdivision known as
Sunset Rock Definitive Subdivision, do hereby vote; to reduce the above noted
surety to $14,570.00, as recommended to this Commission in a memorandum
from the Town Engineer dated October 30, 2000.
This action includes a request to the developer to replace said surety with a
check to the Town in the noted amount above, to be returned upon completion
ofremaining work.

We, the Reading Community Planning and Development Commission, under
the authority ofMassachusetts General Laws Chapter 41, Section 81 U, having
been requested by Peter DeGennaro, to reduce the tripartite agreement
currently beingheld in the amount of $20,000.00, for the construction of ways,
frontage and utilities for the endorsed and recorded subdivision known as
Sunset Rock Definitive Subdivision, do hereby vote; to reduce the above noted
surety to $14,570.00, as recommended to this Commission in a memorandum
from the Town Engineer dated October 30, 2000. Said surety shall take the form
ofa check to the Town of Reading to complete the remaining work.

ZBA SPECIAL PERMIT
GOVERNOR/BAYSTATE
Brad Latham, Esq., attorney for the applicant, reviewed the application with the
Commission.
JD reviewed memo of his comments with the Commission as filed.
RHmoved to send to the Zoning Board of Appeals a favorable report of the
application fora special permit to construct in the wetland at Governor/Baystate
Road. This recommendation is based on JD's memo dated 10129100
MFseconded the motion. All in favor.
The Commission discussed informally the new elementary school planning
progress.
Mark Favaloro, Esq., attorney for Sunset Rock Neighbors, raised concerns
regarding the traffic study being submitted "late" in the planning process.
Staff indicated the Traffic study will be filed at the Library.
There was general concern as to what happens if traffic is not acceptable.
There was general discussion regarding the project's exemption from site plan
review.
RH expressed disappointment the study was not made available until recently.

The Commission requested a letter to request the following:
Sidewalks on Franklin Street
Sidewalks fund
Reference scope of traffic study
PIERCE STREET - RE-DEVELOPMENT
Brad Latham, Esq. attorney for the applicant, acknowledged CPDC/ZBA review
thus far. He indicated the proposed development before them includes:
Yard setbacks in S-15
55+/Spouses -14 days consecutive. Visitors
CPDC approval
Hours of demo
JD reviewed plan and added his comments as outlined in a memo dated
10/30/00.
Brad Latham commented need to file Landscape plan.
NS questioned if any units were planned to be made affordable?
Brad indicated their intention of providing housing for individuals aged 55+
instead.
RHmoved to close the publichearing. Motion seceded byMF. All in favor.
We, the CPDC, as requested by Gerald Welch of Reading, Mass., under the
provisions of Section 4.3.3 of the Zoning By-Laws of the Town of Reading to
consider the contemplated site plan developmentfor property addressed at 15-
17Pierce Street (Assessors Map 89,. Lot 33~, as shown on the plans entitled
"Alternative 1 Pierce StreetApartments- dated May 3, 2000revised June 12,
2000, prepared and stamped by Benchmark Survey of Stoneham, Mass, and, the
accompanying Landscape Plan and detail sheets; do hereby vote.- to approve the
set ofplans as noted for development.
This approval is subject to the following conditions.
1. Items 3 and Tin the memorandum to this Commission from the Town

2. Items 1, 2, and 3 respectively of the memorandum to this Commission from
the Town Engineer dated June 121h shall be adhered to.
3. Granite curbing shall be placed along the frontage of the subject property and
extend to Salem Street in a mannersafisfactory to the Town Engineer.
4. An Operations and Maintenance Manual shall be referenced in documents
related to a condominium association to the satisfaction of the Town Planner.
5 The street tree plants along the frontage of the roadway shall be a variety and
planted to the satisfaction of the Tree Warden and the Town Planner.
6 A specification for lighting shall be submitted and approved by the Town
Engineer and the Town Planner.
7 The final number of units placed within the existing building shall be limited
to the building code requirements and as otherwise provided for herein.
8. Ifa dumpsteris provided, location and enclosure is subject to the approval of
the Director ofPublic Health.
9. Fencing of a 6'height shall be placed along the side and rear perimeter of the
property
10 The project shall be limited to a maximum of twelve (12) units, one (1) of
which shall be affordable in a manner as defined and approved by the
ReadmgHousmgAuthority. The unit shall be located on site and remain m
perpetuity as affordable. This provision for affordable housing is in keeping
with the Town's intention to provide for affordable housing wherever
possible and further, this provisions seeks to mitigate the increased density of
residential units in relation to its environs This provision is also in keeping
with the practice ofsite plan review as defined in Section 4.3.3.5. c and g,
respectively.
11. The parkinglotshall be modified to provide thirty (30) spaces, as approved
by the Town Planner as to its final layout

Bill Bergeron, engineer for the applicant, reviewed the requested waivers.
JD reviewed Town Engineer comments.
MF discussed negotiated items the Commission undertook with the applicant
previously in executive session.
Mark Favaloro, attorney for an abutter, discussed the following items:
Re-interpretation of waiver
Maintenance
Standing water time
Stockade fence along abutter property by the drainage basin

MFmoved to accept the plans as submitted using the boilerplate decision as
filed with the Town Clerk and attached to these minutes Motion seconded by
RH.. All in favor.
