CPDC MINUTES
Meeting Dated: January 8, 2001
Members Present: Neil Sullivan (NS); Richard Schubert (RS); Richard Howard (RH);
Michael Flammia (MF);
Also Present: Anne Krieg, (AK) Town Planner; Kim Honetschlager (KH)
Meeting called to order at 7:50 p.m.
Minutes of 10/30/00 approved with edited changes.
122 MAIN STREET AMR
RH - made a motion to endorse subject to Exxon assenting to covenance as
shown on application.
MF seconded. All in favor.
OPEN SPACE & RECREATION PLAN
KH introduced the plan to the CPDC
740 out of 1600 surveyed results were highlighted
Goals statements
Two top priorities -
Acquire
Pass CPA
RS requested staff to provide copies of mapping to Commission to serve as
reminders of access to sites.
Items discussed included:
Camp Curtis
Operation and Maintenance plan for Open Spaces
Continued grant pursuit
RS - Complimented Task Force Support for goals
RS provided a commitment to assist in action plan assigned to CPDC.

Minutes for Meeting dated: January 8, 2001
RS moved to accept the Open Space and Recreation Plan, including the proposed
Action Plan for the Town. Motion seconded by RH. All in favor.
AK introduced the Greenway Grant to the Commission.
KH further indicated the grant was for $5,000.
The Town has acquired all of Ipswich Riverfront areas

AK asked for support from CPDC
RS moved to support application. MF seconded. All in favor.
VAN NORDEN PRD
RH moved to continue the hearing to the April 9th, 2001 meeting of the CPDC
upon request of the applicant. Motion seconded by MR All in favor.
AK - Discussed zoning workshop schedule and topics for discussion (Town
Meeting Members, BOS, Con Com, ZBA and Historic Commission to be notified)

Historic Commission/ZBA issues with tear-downs
CPDC discussed and generated a consensus on the schedule and the topics for
zoning amendments.

Introduced the Ipswich River Task Force
Refined watershed
Top 20 most threatened rivers in North America
Impaired under Clean Water Act - thus management plan is required
Explained planning for growth
Shared resource -14 communities draw water - 32 mil. gal/ day
Other comments in the presentation included:
Groundwater withdrawals - pump on all the time - no storage abilities
Low flow rates shown @ South Middleton station

Pumping effects
Alterations to the water budget
Withdrawals
Lawn watering
Sewers
Land use
Wastewater losses - What if we treated it and put it back into watershed
Environmental impacts
• Increase income - new sources of water
• Decrease spending - Conservation

- Reuse water after treatment
• Increase savings - recharge groundwater

AK Reviewed draft #1 of site plan review. The second draft will be available at
the next meeting.
Motion to adjourn at 10:30 PM, made by RH, seconded by RS. All in favor.
